Job Description:

Are you an EMS leader with experience in 911 EMS, interfacility transport, critical care, community paramedicine, and air medical operations? Are you looking for a role that allows you to shape EMS systems across the State of Nebraska? If so, the Department of Health and Human Services (DHHS) has a rewarding opportunity for an EMS Program Manager to join our team.

Key Responsibilities

The EMS Program Manager will:

  • Direct strategic planning, program development, and operational oversight of the Nebraska EMS Program.
  • Manage a team of five staff members to ensure the program meets its goals, including:
    • Providing technical assistance and training to EMS stakeholders statewide.
    • Conducting EMS service inspections to ensure compliance with state regulations.
    • Serving as subject matter experts on federal, state, and local EMS issues.
  • Serve as the EMS Program liaison to the Nebraska Board of Emergency Medical Services, the Statewide Trauma Advisory Board, and the State Stroke Task Force.
  • Collaborate with national and state EMS associations and partners.
  • Stay current on emerging EMS initiatives, issues, and regulatory changes at both the state and federal levels.
  • Establish program performance goals and objectives aligned with DHHS and the Office of Emergency Health Systems (OEHS).
  • Support the integration of EMS with other healthcare systems and contribute to EMS system development.
  • Coordinate and facilitate engagement with EMS services, providers, physician medical directors, hospitals, healthcare coalitions, public safety partners, and EMS training agencies.
  • Coordinate with internal DHHS and OEHS programs such as EMS licensing and education.

Requirements/Qualifications

Minimum Qualifications: Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for year basis.

Preferred Qualifications:

  • Five or more years of experience:
  • As a licensed EMT, AEMT, or Paramedic.
  • Of EMS management experience
  • Of professional work experience in Emergency Medical Services or closely related health fields.
  • Experience with process improvement and quality assurance initiatives.

Other: Valid driver’s license or the ability to provide independent, authorized transportation for work-related travel.

Knowledge, Skills, and Abilities

Knowledge of:

  • Federal and state EMS requirements, including system development, billing, scope of practice, regulations, education needs, and staffing issues.
  • Management principles, including planning, budgeting, grant writing, resource allocation, and human resources.
  • Research, planning, evaluation techniques, program analysis, and policy development.

Skill in:

  • Leadership and communication, including public speaking.
  • Analytical and critical thinking.
  • Time management.
  • Quality assurance and evaluation of program effectiveness.
  • Identifying problems and developing solution options.

Ability to:

  • Plan, assign, direct, and evaluate the work of professional and support staff.
  • Learn, apply, and interpret state and federal statutes, regulations, and agency policies.
  • Build and maintain effective relationships with internal and external stakeholders.
  • Adapt to changing or competing priorities in a professional manner.
  • Implement objectives and performance goals and assess progress toward them.
  • Demonstrate consistent professionalism.
