ABOUT THE ROLE

This position reports directly to the Director of Legal and Compliance and leads and controls legal and education-sector regulatory activities within RMIT Vietnam. The Associate Director, Legal and Education Regulatory Compliance, gives advice and services to the management of the campus to ensure the effective implementation of university policies, compliance with external regulatory requirements and to support the effective operation of the university's primary activities and management processes. The role is responsible for leading the legal and strategic regulatory advice at RMIT Vietnam, working closely with RMIT University in Australia, including implementing the RMIT Group compliance framework. The duties outlined in this job description are not exhaustive and may be adjusted, and additional duties assigned, to meet evolving business needs, including providing coverage in other areas as required.

Education Regulatory Strategy

  • Develop and execute the multi-year regulatory roadmap to obtain, expand, and renew all education-related licenses and approvals.
  • Act as the primary regulatory liaison with Ministry of Education and Training (MOET), Ministry of Labor (MOLISA), Department of Education & Training (DOET), and other regulatory bodies.
  • Anticipate regulatory changes in the Vietnamese higher education landscape and proactively position the University for compliance and growth.

Leadership

  • Develop and maintain a culture of integrity and high performance in the Legal and Compliance department.
  • Develop and maintain a culture of continuous improvement, focusing on increasing the efficiency of both current and future processes.
  • Build strong networks and relationships with key internal stakeholders, including the General Director as a trusted advisor and the Executive Director, Governance, Legal and Strategic Operations (Melbourne).
  • Develop, foster, and maintain effective relationships with all relevant external stakeholders and organizations.

Legal Services

  • Give accurate and timely counsel to executives in a variety of legal topics (labour law, partnerships, international ventures, corporate finance etc.).
  • Collaborate with management to devise efficient defense strategies.
  • Specify internal governance policies and regularly monitor compliance.
  • Research and evaluate different risk factors regarding business decisions and operations.
  • Apply effective risk management techniques and offer proactive advise on possible legal issues.
  • Communicate and collaborate with external parties (regulators, external counsel, public authority etc.), creating and maintaining relations of trust.
  • Draft and solidify agreements, contracts and other legal documents to ensure and protect the company’s full legal rights.
  • Deal with complex matters with multiple stakeholders and forces.
  • Provide clarification on legal language or specifications to everyone in the organization.
  • Conduct work with integrity and responsibility.
  • Maintain current knowledge of updates in legislations and regulations.
  • Work in collaboration with the Executive Director, Governance, Legal and Strategic Operations and his/her direct reports as required.

ABOUT YOU (KEY SELECTION CRITERIA)

  • LL.B and/or LL.M. from a law school, preferably a foreign university
  • Member of a local bar association.
  • Minimum 10-12 years post-qualification experience with at least 5–7 years focused on Vietnamese education regulatory compliance and licensing (preferably for foreign-invested universities, international schools, or large training institutions).
  • Experience leading cross-functional regulatory projects involving multiple government ministries and complex stakeholder management.
  • Full comprehension of the influences of the external environment for the organization.

ENGLISH PROFICIENCY

English is the language of teaching and communication at RMIT Vietnam. For this role, the minimum requirement is IELTS General 7.0 and with no band less than 6.5 (or equivalent).
