We currently have an opportunity for a Project Controls Manager to lead cost, schedule, and performance management on large-scale infrastructure and heavy civil construction projects, including transportation, utilities, and public works. This role is essential in ensuring projects are delivered safely, efficiently, on budget, and on schedule. The ideal candidate is a strategic thinker with strong analytical skills, deep knowledge of construction processes, and a proven ability to manage complex project control systems.

Responsibilities

  • Develop, implement, and maintain project controls systems for cost, schedule, forecasting, change management, risks and progress tracking.
  • Oversee the preparation of detailed cost estimates, budgets, risks analysis and reporting (monthly, weekly, daily, ...)
  • Manage and update baseline schedules and critical path analyses using Primavera P6 or equivalent software.
  • Monitor progress against established plans, identify variances, and support corrective actions.
  • Lead earned value management (EVM) reporting and performance analysis.
  • Work closely with project managers, engineers, and field personnel to provide accurate cost and schedule data.
  • Prepare and deliver reports and presentations to senior management and external stakeholders.
  • Support risk assessment and change management processes to mitigate cost and schedule impacts.
  • Ensure all project controls documentation complies with company standards, client requirements, and contract specifications.

Qualifications

  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
  • Minimum 7+ years of experience in project controls or cost/schedule management for heavy civil or infrastructure projects (e.g., highways, bridges, rail, utilities, water/wastewater).
  • Advanced proficiency in project controls software (e.g., Primavera P6, Oracle Unifier, MS Project, Excel, Power BI)
  • Strong understanding of construction contracts, change orders, and field reporting.
  • Excellent analytical and communication skills with a high attention to detail.
  • Proven experience managing reporting requirements for public agencies or large capital programs is highly desirable.

Preferred Certifications & Skills

  • AACE Certified Cost Professional (CCP), Planning & Scheduling Professional (PSP), or PMP certification.
  • Experience in earned value management (EVM) and data-driven project performance reporting.
  • Experience with major contract types (lump sum, GMP, design-build, CM at-risk).
  • Ability to mentor and develop junior project controls staff.
  • Strong collaboration skills with both office and field teams.
