ABOUT THIS POSITION
The City of Phoenix Human Resources Department is seeking a Human Resources Manager to lead the Employee Relations (ER) Training and Investigations Unit (IU) in the ER Division within the Human Resources Department. The Human Resources Manager (HR Supervisor) serves as an ER expert managing a variety of HR activities and providing consultation throughout all levels of the organization, from executives to front-line staff and labor groups. Positions in the Employee Relations Division manage multiple projects for HR activities to include hiring and selection, labor relations, investigations, discipline and grievance administrative hearings, employee transactions and position control, payroll, employee development, FMLA/ADA and leave administration, HR strategy and policy development, workforce planning, process improvement, and developing and facilitating ER training.
Responsibilities include:
- Effectively communicates and administers sound policies, rules, and practices that treat employees with dignity and equality while maintaining compliance with employment and labor laws and City policies.
- Works with management staff to ensure compliance on human resources-related functions within the organization and maintains rapport with management and labor staff that fosters the free exchange of information and problem-solving.
- Oversees the IUs' investigations and reviews the team's investigative reports.
- Works collaboratively with other stakeholder departments and organizations to develop and implement HR solutions and training.
Currently, positions in the Employee Relations Division may be eligible for up to 3 days of telework, at the discretion of the Department Director the position supports, and work is performed under the supervision of a Deputy Human Resources Director.

SALARY
Pay Range: $97,780.80 - $137,592.00 annually.
Hiring Range: $97,780.80 - $124,800.00 annually.

- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
Internal Only: Please understand that this is pay grade 069. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.
- Promotions occur when the last two digits of the pay grade increase.
- Demotions occur when the last two digits of the pay grade decrease.
- Lateral transfers occur when there is no change to the last two digits of the pay grade.
- When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS
- Five years of professional human resources management experience.
- Bachelor's degree in human resources, public or business administration, or a related field.
- Other combinations of education and experience that meet the minimum qualifications may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Three years of experience in employee relations.
- Two years of experience as a supervisor.
- Two years of experience working in an investigation case management system.
- Two years of experience delivering employee relations training to employee groups, executives, and boards.
- Two years of experience writing investigative reports and disciplinary documents.
- Experience working in highly unionized and complex work environment.
