The New Hampshire Department of Corrections (NH DOC) seeks a Director of Medical and Forensics to provide leadership and oversight for the delivery of constitutional, legally compliant, and clinically appropriate healthcare services within the correctional environment. The Director is responsible for planning, managing, and administering all aspects of medical, behavioral health, forensic, and related healthcare programs for the inmate population.

Key objectives include ensuring compliance with NH RSA statutes (e.g., RSA 21-H:4 III, RSA 623-C, RSA 135-C, RSA 135-E, RSA 171-B, RSA 651), NH State Administrative Rules (Cor series), American Correctional Association (ACA) standards, constitutional requirements, and applicable case law (e.g., Laaman, Holliday, Woods, Fiandaca).

The position provides oversight for the delivery of medical and mental health services, healthcare claims processing, Medicaid coordination, and forensic programming. The Director will also serve as a principal advisor to DOC leadership on all matters related to inmate healthcare and will represent the department during audits, inspections, and legislative hearings.

Additional responsibilities include:

  • Policy Development & Compliance: Establishing policies and procedures aligned with federal and state laws, ACA standards, and 8th Amendment requirements for correctional healthcare.
  • Contract Oversight: Managing state contracting procedures for healthcare services and monitoring vendor performance.
  • Program Administration: Overseeing medical, mental health, and forensic programs to ensure quality, accessibility, and cost-effectiveness.
  • Legal & Regulatory Representation: Acting as a subject matter expert in administrative, legal, and legislative proceedings regarding correctional healthcare.
  • Leadership & Supervision: Direct and indirect supervision of healthcare and forensic staff and contracted providers; providing guidance to ensure operational efficiency and compliance.

Minimum Qualifications:

Education: Bachelor’s degree from a recognized college or university with major study in public health, nursing, psychology, forensic science, public administration, or another relevant field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Seven years’ experience in healthcare administration, correctional health, behavioral health, forensic services, or a related field, with at least five years in a leadership or supervisory capacity. Experience with regulatory compliance, Medicaid processes, or state contracting preferred. Each additional year of approved work experience may be substituted for one year of required formal education.

Special Requirement:

As a condition of employment to ensure suitability for exposure to confidential information all Department employees shall be subject to initial checks and periodic rechecks of their criminal background history, which may include an FBI background review, a state background review, and a check with local law enforcement agencies. The receipt of an unfavorable result may be grounds for disciplinary action up to and including dismissal.

This position requires the nomination for appointment by the governor, with consent of the executive council.
