Job Description and Duties

The Bureau's Compliance Unit is a team of individuals who work in a collaborative environment. We are looking for enthusiastic and motivated individuals to join our team.

Under the supervision of the Staff Services Manager I (SSM I), the Staff Services Analyst is responsible for a wide variety of tasks that include processing incoming consumer complaints, handling incoming consumer phone calls in English and Spanish, performing investigations into violations of the Bureau's laws and regulations, and conducting research in order to make case recommendations to management.

Working Conditions

Candidates who reside outside of the State of California may be admitted to the job interview. However, they must reside in the State of California once they are hired and start working.

The incumbent works up to 40 hours weekly in an office setting, with artificial light and temperature control. The incumbent will need to position themself to retrieve files and occasionally lift and transport boxes, files, or office equipment, weighing up to 10 lbs. Knowledge and proficiency in using personal computers, standard office software, and telephone are essential. The incumbent must be able to remain in a seated position for extended periods.

TELEWORK:

Telework may be considered with prior approval from management. DCA follows the state's directive to include Telework for its employees and can be discussed further during the interview process.

Department Information

The Department of Consumer Affairs (DCA) protects and serves California consumers while ensuring a competent and fair marketplace. DCA educates consumers and protects professionals from unfair competition by unlicensed practitioners.

DCA is a unique and dynamic department consisting of 36 different boards, bureaus, a commission, and a program that license and regulate more than 3.4 million licensees in more than 280 license types including certificates, registrations, and permits. The Department of Consumer Affairs Bureau of Household Goods and Services (Bureau) is a small state agency located in Natomas with easy freeway access and FREE PARKING.

The Bureau protects and serves California consumers by licensing and regulating over 42,000 businesses globally, from small single-person businesses to major corporations. The Bureau provides consumer protection by licensing, registering, and permitting companies. The Bureau also handles consumer complaints, inspects businesses, ensures compliance with laws and regulations.

The Enforcement Chief oversees the Enforcement Division, which is comprised of Case Management, the Compliance Unit, and field investigative units in both northern and southern California. Case management is responsible for coordinating cases among the enforcement units, reporting statistics, facilitating informal and formal hearings, and auditing reports and databases. The field units are led by Supervising Special Investigators and are comprised of Special Investigators who perform all other casework.

Special Requirements

  • The position(s) require(s) fluency in the Spanish language. If the State of California does not have a current record documenting your fluency in this language, you will be required to successfully pass an approved language fluency test prior to being hired.

Criminal Offender Record Information: Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DCA's (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program materials at all times.
