Position Summary Description
Provides analytical support to the corporate planning department. Analyzes regulatory and legislative policies and information.
Essential Functions
- Assists in the development of Seminole’s Ten-Year Site Plan for submittal to the Florida Public Service Commission.
- Stays abreast of new developments, regulatory changes and requirements in the areas of utility and generation planning.
- Monitors and maintains a database of activities regarding pending state and federal legislation and regulation affecting energy policy.
- Develops and maintains Seminole position papers and talking points on legislation and regulations that have the potential to affect operations. Keeps these materials up-to-date and available to the company.
- Helps to develop and distribute effective communication material, including but not limited to, brochures, news clips, newsletter articles, and white papers.
- Tracks Seminole’s regulatory actions (with the exception of environmental, NERC, and transmission items) and coordinate timely filings and responses with Seminole personnel and other organizations, including NRECA or other industry groups. Coordinates various Seminole activities necessary for compliance with agency reporting requirements before state and federal agencies. Maintains a management reporting system for active regulatory agency dockets in which Seminole is a party or which have potential to affect Seminole’s operations.
- Coordinates with legal counsel to review external legal counsels’ and experts’ work effort for regulatory filings to ensure accurate and timely completion.
- Continually monitor laws, rules, and tariffs presented to or by regulatory agencies and prepare summary reports as necessary.
- Research and communicates the proper interpretation of agency rules, and terms and conditions to Seminole’s and Members’ personnel through written and verbal communications.
- Monitors, reviews, analyzes, and keeps the various Seminole divisions apprised of federal and state regulatory requirements and industry issues, such as electric and natural gas, railroad, and coal mining activities.
- Performs other duties as applicable to the position or as assigned.
- NERC Compliance: Performs NERC Compliance Program roles if/as designated in Seminole's Standard Ownership Matrix (SOM) including ongoing evidence retention in "audit-ready" form. You should also be familiar with Seminole's Enterprise Internal Compliance Program (ENT-GCD-RGC-EP-054) to further your understanding of Seminole's compliance program and your duties and responsibilities in the SOM
Qualifications and Education Requirements
Bachelor’s degree in business, finance, engineering or other field applicable to the electric utility industry is required. Electric utility or related industry experience preferred.

Physical Requirements
Must be able to follow established protective measures including, wearing required personal protective equipment (PPE). Must possess a valid driver’s license and acceptable Motor Vehicle Report.
Working Conditions
Some overnight travel and work outside of normal business hours. While working in certain areas of the plant there is the potential for exposure to hazards typical of an industrial working environment.
