WHO WE ARE

The Montgomery County Department of Correction and Rehabilitation is a civilian agency managed by professionals in the correctional field. To protect the public and citizens of Montgomery County by providing a wide range of constructive, professional correctional services for pretrial and convicted detainees. The Montgomery County Department of Correction and Rehabilitation Food Service Department is operated by employees of the county. A total of three full-service traditional, cook-serve kitchens are located in each of the two detention facilities and the Pre-Release and Reentry Services Center.

The mission of the Food Service Department is to serve nutritionally balanced, well-prepared, and attractively served meals for the incarcerated individuals, residents, and staff within the DOCR facilities. Training in food service operations is provided to those incarcerated individuals and residents who work in our food service facilities. Interested incarcerated individuals and resident kitchen workers may develop skills to prepare them for employment in the food service industry upon release.

This recruitment will establish an eligible list to fill current and future vacancies. Position may be located at either the Montgomery County Correctional Facility (MCCF) in Boyds, or at the Montgomery County Detention Center (MCDC) in Rockville, or the Pre-Release and Reentry Services (PRRS) in Rockville, depending upon the area of specialty/interest and the needs of the Department.

WHO WE ARE LOOKING FOR

Correctional Dietary Officer I (Download PDF reader) / Correctional Officer II (Download PDF reader) positions are responsible for providing direct supervision, guidance, and training to incarcerated individuals/resident workers in carrying out the day-to-day preparation and service of food in a large-scale food services operation within a secure correctional setting.

Prior to a promotional appointment within DOCR, the selected individual must answer the Prison Rape Elimination Act (PREA) questions and submit to a criminal history to comply with the Prevention Planning on Hiring and Promotion Decisions (115.17, 115.117, 115.217, 115.317). This is a requirement to meet Federal law and audit standards.

This is an Essential Personnel position; the facilities are open seven days a week, 24 hours a day, and some weekends and holidays are required.

Correctional Dietary Officers may also receive additional pay differentials, including shift differentials.

What You'll Be Doing

The Correctional Dietary Officer I/II will be responsible for but not limited to the duties below:

  • Preparing meals from standardized recipes using safe food handling practices.
  • Calculating mathematical computations related to recipe conversions to produce acceptable quality products.
  • Maintaining the Food Service Facility in a clean, safe, and sanitary condition on a daily basis.
  • Maintaining order and security.
  • Conducting inventories.
  • Reporting maintenance needs and safety hazards.
  • Carrying out recycling initiatives.
  • Receiving and storing deliveries.
  • Verifying order quantities and product in conformance with specifications.

Minimum Qualifications

If hired at the Correctional Dietary Officer I Level:

Experience: Two (2) years of satisfactory experience in the food service industry (as in a commercial restaurant, correctional facility, a hospital, a long-term care facility, or in the armed forces or in another type of equivalent food service operation); this experience must include but is not limited to applying proper procedures for equipment sanitation, handling food, preparing and serving food, and meal production/service time requirements.

Education: A high school diploma, a Certificate of General Educational Development (GED) or a certified transcript or test scores, each as acceptable to the Maryland State Board of Education in accordance with the regulations of the Maryland Correctional Training Commission [Title 12, Subtitle 10, Code of Maryland (COMAR)].

Equivalency: None.

LICENSE:

  • Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence may be required.
  • Must successfully complete the Food Service Sanitation Management course and obtain a valid Montgomery County Certified Food Service Manager Certificate within sixty (60) days from date of hire. Certification must be maintained throughout employment in this occupational class.
  • Must successfully complete the Entrance Level Correctional Training Program specified by the Maryland Correctional Training Commission and possess a certificate of completion within twelve (12) months of hire. Successful completion of in-service training, as specified, is also required.

CITIZENSHIP AND AGE:

Individuals appointed to this position must be at least eighteen (18) years of age on the date of appointment and be either a citizen of the United States or a resident alien consistent with COMAR 12.10.01.04 et seq.

If hired at the Correctional Dietary Officer II Level:

Experience: Three (3) years of satisfactory experience in large-scale institutional food service (as in a correctional facility, a hospital, a long-term care facility, or in the armed forces or another type of fully equivalent large-scale food service operation); this experience must include but is not limited to applying proper procedures for facility/equipment sanitation, handling food, preparing and serving food, and adhering to recipes and meal production/service time requirements. One (1) year of this experience must be as a Correctional Dietary Officer I, or the equivalent, within the State of Maryland correctional system.

Education: A high school diploma, a Certificate of General Educational Development (GED) or a certified transcript or test scores, each as acceptable to the Maryland State Board of Education in accordance with the regulations of the Maryland Correctional Training Commission [Title 12, Subtitle 10, Code of Maryland (COMAR)].

Equivalency: None.

LICENSE:

  • Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence may be required.
  • Must successfully complete the Food Service Sanitation Management course and obtain a valid Montgomery County Certified Food Service Manager Certificate within sixty (60) days from date of placement in this class, is not already possessed. Certification must be maintained throughout employment in this occupational class. Must successfully complete all in-service training required of a Correctional Officer. Note: There will be no substitutions for this section.

Preferred Criteria, Interview Preferences

Interview preference criteria will be used pertaining to:

  • Use institutional food service equipment for the preparation of meals.
  • Apply a working knowledge of Hazard Analysis Critical Control Points (HACCP).
  • Communicate clearly and effectively, orally and in writing.
  • Establish and maintain effective working relationships with co-workers and incarcerated individuals/residents.
  • Respond quickly, calmly, and effectively in emergency situations, and be able to de-escalate situations.
