Job Summary
Under direction, coordinates and supports business analysis and change management activities between various divisions, departments, public agencies, and private sector representatives. Develops change management artifacts, documentation, and stakeholder communication. May exercise supervision over assigned staff.

Essential Job Functions
- Plans, schedules, and coordinates business analysis projects.
- Reviews and analyzes data and prepares reports and presentation of performance metrics.
- Monitors existing programs for efficiencies and assists with implementation of new programs based on performance metrics analysis.
- Assists in identifying and implementing program needs and requirements.
- Prepares written reports, summaries, and presentations on programs and projects.
- Works to ensure coordination between divisions within the department.
- Tracks project progress and ensures timely delivery of tasks and timelines.
- Coordinates meetings and workshops to facilitate effective communication and collaboration between divisions, departments and other stakeholders.
- Prepares and maintains project documentation, including business requirements, process flows, and meeting minutes.
- Ensures effective communication regarding status and timelines associated with current and planned projects with departments and/or stakeholders.
- Assists, prepares, monitors, and evaluates the annual departmental and/or divisional budget.
- Facilitates communication between business analysts and other team members.
- May interview, select, supervise, develop, evaluate, counsel, and if necessary, discipline personnel according to established COSA policies, procedures, and guidelines.
- Identifies opportunities for improving business processes and methodologies.
- Performs related duties and fulfills responsibilities as required.
Job Requirements
- Bachelor's Degree from an accredited college or university
- Three (3) years experience of business or project analysis, implementation, or coordination, to include one (1) year of supervisory or lead experience.
Preferred Qualifications
- Experience with formal Change Management methodologies including Prosci.
- Change Practitioner certification.
- Experience with communications and marketing.
- Experience in training plan development.
- Ability to collaborate and work effectively with senior management, as well as cross-disciplinary stakeholders.
- Excellent teamwork and interpersonal skills.
- Strong interpersonal skills to liaise with other departments and external vendors to implement marketing initiatives.

- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

- Ability to supervise, evaluate, and monitor performance in accordance with City policies and procedures.
- Ability to develop, implement, and evaluate new programs.
- Ability to perform all the physical requirements of the position with or without accommodations.
- Ability to work primarily in an office environment.
