If this sounds like you, come join us on the Enterprise Team at Montgomery County Parks in Wheaton, MD. Montgomery Parks is seeking a highly motivated and detail-oriented professional Ice Arena Assistant Manager to assist with the oversight of the daily operations of the Wheaton Ice Arena.

The Montgomery County Department of Parks, Wheaton Ice Arena, seeks a Recreation/Park Facility Manager II, (Assistant Facility Manager) to manage the daily operations of the facility by assisting the Recreation/Park Facility Manager III with administration; building maintenance; program administration; facility budget preparation; staff supervision (recruits, hires, trains, schedules, and evaluates); assists with facility scheduling; and responsible for oversight of the Wheaton Ice Arena Pro Shop and Snack Bar operations. The Assistant Manager's assignments include full responsibility for the Wheaton Ice Arena Pro Shop and Snack Bar staffing, inventory, budget, services offered in pro shop (sharpening, fitting, etc.), equipment maintenance, marketing, skate rental inventory and maintenance and customer service. This position will also be responsible for managing and providing oversight to the Recreation/Park Facility Manager I in ice rink operations (maintenance and repairs of the facility and grounds) and the Black Hill and Lake Needwood Boat Rental operations. In the absence of the Manager III, this position will assist with supervising the Wheaton Sports Pavilion/Wheaton Miniature Train & Carousel Manager I and oversight of the Wheaton Sports Pavilion and the Wheaton Miniature Train and Carousel operations.

This position requires regular exercise of independent judgment and performance of duties within policy guidelines. This position also requires the development of successful business strategies and methodologies to achieve optimum facility operations.

Examples of Important Duties

What the job will involve:

Assists in the Management of the Wheaton Ice Arena

  • Manages day-to-day facility operations and establishes operating procedures.
  • Assists Facility Manager III with scheduling leased ice contracts and ensuring that all scheduled facility programming is run on time and without interruption.
  • Serves as manager on duty for selected shifts.
  • Ensures safety and security of the building and patrons.
  • Assembles information and prepares selected reports as directed by supervisor(s).
  • Coordinate with staff the maintenance and repairs of the facilities and grounds to ensure they are promptly addressed with minimal disruption to facility programs and schedules.
  • Maintains the rental skate inventory (repairs, sharpening, etc.). Ensures that all rental skate maintenance equipment is ordered and inventoried. Secures quotes and places orders for new and replacement rental skates.
  • Oversee and manage special events.
  • Manages customer service activities of the facility. Sets a positive example for employees ensuring customers are treated in a prompt, professional and respectful manner.
  • Assists with budget preparation.
  • Assists with recruiting, hiring, training, and scheduling staff.

Supervise the Recreation/Park Facility Manager I (Ice Arena/Boat Rental Operations)

  • Supervise and coordinate work of the Facility Manager I at rink and boat facilities.
  • In coordination with the Ice Rink Operations Manager will ensure the Manager I performs proper ice maintenance procedures including resurfacing, measurements, edging, etc. as determined and are documented.
  • In coordination with the Ice Rink Operations Manager will ensure the Manager I performs regular maintenance and repairs on dasher boards, glass, doors, kickplates, hockey boxes, Zamboni doors, threshold, netting, etc.
  • Assists Facility Manager I by ensuring staff are hired, trained and receive any certifications needed.
  • Ensures that Facility Manager I is overseeing the registration and rental of the mooring sites at both facilities.
  • Assists Facility Manager I with overseeing the sales and distribution of seasonal and daily boating permits.
  • Assists Facility Manager I with inspection and maintenance records on all boating vessels and equipment and ensure they are filed as required.

Manages Pro Shop, Snack Bar and Vending Operations

  • Recruit, hire, train, schedule, and supervise staff.
  • Select and orders merchandise and supplies.
  • Oversee snack bar equipment (ensures proper operation, purchases equipment, and oversee necessary repairs).
  • Oversee pro shop equipment (ensures proper operation, purchases equipment, and oversee necessary repairs).
  • Receives and maintains all necessary certifications to oversee operations.
  • Controls inventory and ensure accuracy of sales and inventory records.
  • Oversee daily operations.
  • Monitors revenue and expenditure and prepares required reports.
  • Prepares budget recommendations for supervisor to review and approve.

Assists the Facility Manager III with Oversight of the Wheaton Sports Pavilion and the Wheaton Miniature Train and Carousel

In the absence of the Manager III, this position will assist with supervision of the Wheaton Sports Pavilion / Wheaton Miniature Train/Carousel Manager I with:

  • Operational oversight of the facilities.
  • Responding to emergencies at the facilities.
  • Staff supervision and cash deposits/reports.

Minimum Qualifications

  1. Bachelor’s Degree in Parks and Recreation, Facility Management, Recreation Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.
  2. Two (2) years of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, equestrian, tennis, aquatics, gymnastics, ice rinks); including one (1) year as a facility manager, program coordinator or supervisor.
  3. An equivalent combination of education and experience may be substituted, which together total six (6) years.
  4. Valid driver’s license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.
  5. Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics).
  6. Pass Commission medical exam.

Classification Specification: Recreation/Park Facility Manager II

May be subject to medical, drug, and alcohol testing.

Working Conditions:

Works inside and outside an assigned facility, which may operate seven days per week. Works extended hours, evenings, weekends, and holidays. On-call to respond to emergencies as required. Incumbents in this class must frequently remain in a stationary position, operate motor vehicles, communicate and exchange information with internal staff and the public, be able to see for short and long distances, and occasionally lift equipment and other items weighing up to 49 pounds and ascend and descend ladders and stairs.
