Position Description

Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. The Project Delivery Division is looking for a Senior Capital Projects Coordinator to serve as the on-site lead for City Light’s capital projects in Spokane. This position requires a high level of independence, judgment, and maturity, as it will operate remotely from the main generation sites while maintaining strong collaboration with project teams across the state. Seattle City Light Generation Senior Capital Projects Coordinators have an opportunity to work on a wide variety of unique projects. They range from civil infrastructure improvements at our remote townsites to replacing large pieces of electrical equipment that can only be accessed by boat, to tourism-related construction on our reservoirs. Many projects are one-of-a kind and require creative approaches to project management as well as a desire to learn something new with each project. As part of managing these projects, we spend time in some of the most beautiful areas of the state – the Cedar Falls Watershed, North Cascades National Park, Ross Lake National Recreation Area, and the Selkirk Mountains of Pend Oreille County.

This position will report to the Capital Improvement/Generation Program Manager with the Project Delivery Division.

Job Responsibilities

• Plan and develop: Establish the project's objectives, feasibility, purpose, scope, and goals.
• Create a project plan: This might include a budget, timeline, schedule, roles and responsibilities, and project goals.
• Assemble a team: you may hire freelance professionals or select team members from existing departments.
• Manage resources: This includes dividing up the budget for different aspects of the project and advocating for additional funding when needed.
• Monitor progress: Ensure activities are completed within the assignment's parameters and set deadlines.
• Resolve issues: Address problems that arise quickly.
• Ensure stakeholder satisfaction: Maintain open channels of communication for updates and criticism.
• Serve as the primary on-site representative for Seattle City Light in Spokane, maintaining effective communication and coordination with headquarters, generation sites, and contractors while working with limited direct supervision.
• Exercise independent decision-making to address project challenges and adapt to evolving site conditions.
• Evaluate performance: Assess the project's overall performance.
• Form interdisciplinary project teams with expertise to achieve project goals.
• Lead planning meetings to determine project objectives, scope, and roles and responsibilities.
• Negotiate and administer various types of contracts including consultant, purchase, construction and interdepartmental agreements in compliance with all City procurement rules.
• Coordinate design reviews at appropriate project milestones.
• Ensure all projects have appropriate environmental reviews and permits.
• Ensure all projects comply with safety codes and policies.
• Develop and maintain project schedules for planning, design, procurement, and construction phases.
• Develop contract/project specifications and negotiate contracts for design and construction of projects.
• Develop staffing plans for projects based on crew or contractor availability.
• Establish, monitor, and report on project budgets.
• Work closely with Operations to ensure that the projects will meet their needs.
• Ensure projects are closed out and transitioned to operations staff.
• Travel to remote operations sites as needed to effectively accomplish projects.

Qualifications

Minimum Qualifications

Requires a minimum of four years project or construction management or related experience and a Bachelor Degree in Architecture, Engineering, Business Administrat­ion, Urban Planning or related field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

Work Environment/Physical Demands

• Most work is performed in a normal City work/office environment.
• Field assignments entail exposure to all types of weather and hazardous construction sites.

License, Certification and Other Requirements

Current Washington State driver's license or evidence of equivalent mobility. You must hold a current valid state issued driver’s license from any US state to be verified prior to start date. Out of state license holders will be required to obtain a WA state license within 30 days of hire.

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

• Demonstrated ability to work independently in a geographically remote location, maintaining accountability, communication, and strong relationships with project stakeholders.
• Proven self-management skills and professional maturity to represent Seattle City Light autonomously in the field.
• Proficiency with industry-standard project management tools and software, and experience with client management and internal communications.
• Experience in managing projects and contracts in the public sector and/or experience managing hydroelectric related projects.
• Experience working on environmentally sensitive projects.
• Ability to demonstrate excellent verbal and written communication skills.
• Ability to communicate effectively with a diverse workforce including skilled crafts, contractors, consultants, customers and regulatory agency personnel.
• Strong history successfully leading teams toward a common goal.
• Experience in applying and understanding of federal/state regulatory processes and procedures including environmental regulations.
• Excellent time management skills and the ability to successfully move several projects forward at the same time.
• Proficiency and experience in Microsoft Office applications (Word, Excel, PowerPoint, Access, and
• Microsoft Project).
• Demonstrate an understanding of construction safety rules and a track record of promoting a safety-first ethic on every project.
• Project Management Professional (PMP) certification.
• Design Build Institute of America (DBIA) certification.

Additional Information

The full salary range for this position is $61.94 to $72.26 per hour.
