Summary

Under direction of the CEO, the Chief, Mission Integration will lead the development and execution of health equity initiatives to position Alameda Health System (AHS) for long-term success in a transformed healthcare environment. The CMI will provide strategic and tactical leadership direction for all health equity related matters at AHS. The CMI will develop, implement, and measure health equity initiatives in support of AHS’s strategic priorities. The CMI will serve as a member of the executive leadership team and focus on enhancing equity and inclusion within AHS’s interactions with patients and families, community partners and suppliers, and AHS staff.

This integral team member will have a demonstrated commitment to diversity, equity, inclusion (belonging) and health equity, and will be passionate about promoting an inclusive and equitable health status for the external community and for AHS providers and staff.

The CMI will provide collaborative leadership to adopt an equity lens across the care delivery system, including how it is reflected and operationalized within the AHS domains of quality, safety, patient experience, and financial strength.

The CMI will define key performance indictors by developing health equity metrics that are aligned with AHS’s mission, vision, organizational priorities, and strategic objectives.

DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.

  • Actively collaborates with Quality Division while conducting AHS health equity planning and analysis functions, including feasibility studies for proposed new initiatives.
  • Assists and collaborates with key operations executives with all service line development of health equity initiatives.
  • Interfaces with responsible AHS leaders to implement effective measures to meet regulatory requirements for health equity.
  • Determines health equity opportunities and goals and collaborates with executive team members and others to assure successful development, scoping, and implementation.
  • Develops and leads the Office of Health Equity for AHS.
  • Collaborates with responsible AHS leaders in forming strategy for providing equitable care to all AHS patients.
  • Seeks out strategic community partnerships in conjunction with PACE and the Health Equity, Diversity, Inclusion, and Belonging (HEDI-B) Committee.
  • Serves as principal advisor to the CEO and senior executive team in matters related to advocacy and service line development related to health equity, including social determinants of health representing, when needed, the diversity and inclusion perspective of patients/families, community partners and suppliers.
  • Develop a health equity transformative strategy aligned with the organization’s multi-year strategic plan.
  • Collaborate with and advise members of the executive team on issues and strategies related to health equity, diversity, equity, and inclusion.
  • Advance strategies that demonstrate the commitment to a diverse and inclusive environment for all.
  • Serve as a liaison between the health system and community partners, business leaders, and government leaders on matters of health equity.
  • Collaborate with clinical staff and research staff to provide information, tools, resources, and expertise to address issues of health disparity and inequity.
  • Serve as an expert and a resource for the organization and Board of Trustees.
  • Establish and maintain on-going relationships with peers and partners in key organizations (e.g., professional associations).
  • Adhere to the organization’s standards of behavior, code of conduct, policies and procedures, and compliance and HIPAA policies/procedures.
  • Partner and contribute to the elimination of health disparities within the communities we serve.
  • Lead organization-wide improvement initiatives and serves as a content expert on eliminating disparities in care delivery and patient experience.
  • Monitor key performance indicators for health equity metrics that are aligned with AHS’s mission, vision, organizational priorities, and strategic objectives. Communicate and synthesize implications of health equity metrics from benchmarking organizations, including but not limited to Magnet and Joint Commission.
  • Perform other job-related duties as assigned

Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

MINIMUM QUALIFICATIONS:

Required Education: MBA, MHA, or MPH (or doctoral equivalents) are highly desirable. A Master’s degree in a business or health related discipline or field is required.

Required Experience: Five years’ experience in a senior executive-level role (within healthcare or related business field). Ten years of relevant experience in the appropriate areas, such as: strategic/institutional planning and implementation; business development, service line development, healthcare operations, health plan operations, medical group management and/or related disciplines is required. Prior experience in private, not-for-profit hospitals and/or healthcare systems settings. Prior experience in public hospitals and/or healthcare systems or public health desirable. Prior experience directly supervising program staff and/or teams. In-depth knowledge and experience with safety net community required.

Preferred Certifications: Diversity, Equity, and Inclusion or equivalent.
