Position Overview: The Operations Specialist is an integral part of UPI operations and is responsible for understanding the applicability of union agreements and how they pertain to UPI operations. Utilize knowledge and relationships to provide and maintain all union labor cost rates. Administratively manage and track all state, city, county, and township licenses to ensure compliance with regulations.
Essential Functions - The individual in this role must be able to perform the essential functions of the role, and meet the following occupational demands, with or without a reasonable accommodation:
Union Relations, Union Reporting & Pre-Jobs:
- Comprehend union rules and how they correlate to federal / state rules and regulations
- Maintain accurate and up to date records regarding union information (internal and external)
- Create and maintain relationships with Business Agents
- Be the conduit of union information across UPI teams
- Gather info for all pre-jobs to ensure they are productive, fair, and accurate
- Track and report all pre-job information where it is required
- Organize Project Kick-Offs and communicate to internal stakeholders
- Administratively manage all pre-job information including internal information before the pre-job, notifications, setting up the pre-job, during the pre-job, and post pre-job
- Reach out to the PLCA for clarifications / information where needed
- Work with internal and external stakeholders on all TERO agreements / requirements as it pertains to projects
- Complete union reporting as required
Licensing (State, City, County, etc.):
- Manage up to date and accurate licensing records
- Communicate with the internal team on the status of licenses
- Research and provide information on licensing requirements in new territories/areas
- Manage CT Corporation and their needs
- Ensure UPI is up to date and legal to work in all identified states including bonding updates and coordination of state licensing exams
- Compile and submit all documentation to procure and maintain current and new licenses
Field Team Member Timekeeping/Payroll Support
- Review Field Leader time inputs to Rhumbix to ensure union labor rules are followed and communicate changes with the payroll team
- Train/Mentor new Rhumbix users
- Update Rhumbix rate sheet uploads as needed
Labor Rates
- Update internal B2W Rates
- Monitor labor rate expiration dates and coordinate annual updates with accounting team
- Maintain labor rate folder structure and internal server configuration

Supervisory Responsibilities:
Work Environment:
- Office-based, with typical noise levels associated with an office environment.
- Some infrequent travel for in-person pre-jobs or industry training.
Physical Demands – The individual in this role must be able to meet the following occupational demands:
- Sitting, standing, and moving around an office environment
- Working on a computer for 2+ consecutive hours
- Mostly sedentary role with the need to move around the office to copy, scan, fax and file.
Position Type & Expected Hours of Work:
- Due to the significant responsibilities of this role, it is essential it be filled on a full-time basis only – 40 hours with possible work hours beyond .
- This role has the option to work a combination of the hours remotely and in the office with your supervisor’s discretion.
Travel Requirements:
- This role requires sporadic travel, including by air.
Required or Preferred Education and Experience:
- High school diploma or equivalent
- Prior experience or knowledge of payroll in a union workplace, preferred
- Industry experience and knowledge of Union contracts, preferred
Positional Metrics:
- 100% of contract items are adhered to in pre-jobs. Any revisions or adjustments above and beyond the contract are approved by the Construction Manager.
- 100% use of CRM for Union contacts and communications when system is ready and implemented.
- In conjunction with training and development and the Construction Management team, create a simplified training that can be used to teach Union agreements and nuances to both field and office employees.
- Zero damaged Union relationships due to positional communication or personality issues.
Compensation Information:
This role will be based out of either our Duluth, MN or Yorkville, IL office. The pay range is $50,000 - $66,000 annually, depending on job-related knowledge, skills, and experience. This position is eligible for annual bonus and profit sharing based on company performance in addition to other benefits that support the total well-being of you and your family.
