POSITION SUMMARY

The Procurement Manager assists the Executive Director of Procurement Services in ensuring the efficient and ethical expenditure of district funds for the acquisition of goods and services. This role provides leadership and general oversight of solicitation, contracting, and procurement-related activities, while supervising procurement staff and supporting process improvements to maximize value for Atlanta Public Schools.

MINIMUM REQUIREMENTS

  • EDUCATION
    • Bachelor’s degree in Accounting, Finance, Business Administration, or related field required.
    • Additional years of relevant professional experience may be considered in lieu of the degree requirement.
  • CERTIFICATION:
    • Certified Professional Public Buyer (CPPB), Certified Purchasing Manager (CPM), or equivalent national certification preferred.
  • WORK EXPERIENCE:
    • 5 years of progressively responsible experience in procurement required.
    • 1 year supervisory or leadership role required.
    • Experience in K–12 education or public sector preferred.

KNOWLEDGE, SKILLS, & ABILITIES ESSENTIAL DUTIES

  • Comprehensive knowledge of procurement principles, public purchasing practices, and applicable federal, state, and local regulations.
  • Strong understanding of contract law, compliance requirements, and ethical standards.
  • Proficiency in solicitation development and management (RFPs, RFQs, IFBs) and contract administration.
  • Skilled in vendor management, sourcing strategies, and supplier relationship development.
  • Strong negotiation and risk management skills to secure favorable terms.
  • Proficiency with ERP systems and procurement modules (e.g., Lawson, Oracle, PeopleSoft) and advanced Excel/data analysis tools.
  • Strong analytical, organizational, and project management skills to oversee multiple initiatives.
  • Excellent written and verbal communication skills to prepare reports, policies, and presentations.
  • Ability to lead, motivate, and develop a high-performing procurement team.
  • Ability to build and maintain effective relationships with stakeholders, vendors, and regulatory agencies.
  • Ability to evaluate departmental performance, drive process improvements, and implement best practices.

ESSENTIAL DUTIES

  • Manage daily procurement operations in compliance with board policies, laws, and ethical standards.
  • Supervise and develop procurement staff; assign tasks, monitor progress, and provide guidance.
  • Oversee solicitation processes to ensure fairness, transparency, and compliance.
  • Review and approve procurement activities, contracts, and supporting documentation.
  • Develop and maintain purchasing policies, processes, and procedures.
  • Prepare and analyze reports to evaluate departmental performance and cost-effectiveness.
  • Support preparation, administration, and monitoring of the Procurement Services budget.
  • Assist in planning and executing long-range departmental goals and objectives.
  • Provide procurement training to district staff and suppliers.
  • Represent the district at procurement-related events and professional meetings.
  • Prepare progress and activity reports for executive leadership.
  • Required to have prompt, regular attendance in person and be available to work on-site during regular business hours and as needed.
  • Perform other duties as assigned by the appropriate administrator or their representative.

Strength: Ability to lift, push, pull and/or carry objects which weigh as much as 15 or more pounds on a frequent basis.

Environmental Requirements: Ability to encounter constant work interruptions; work cooperatively with others; work independently; work indoors.

Mental Requirements: Ability to read, write, understand, interpret and apply information at a moderately complex level essential for successful job performance; math skills at a high school proficiency level; judgement and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile and coordinate information and records.
