Reporting to the supervisor, analyzes, processes, and reviews Annual Financial Reports (AFR) and budgets; Provides school financial assistance by phone, site visits, and workshops; Conducts research and formulates position papers; Participates on consulting services, special projects, marketing, and communications teams. Provides assistance to the review, systems management, and administration for Maintenance Grant Program and other reports or analysis as needed.

Duties and Responsibilities:

  • Develops, analyzes, processes, and reconciles local education agencies' annual financial reports and budgets.
  • Prepares statistical data for state and federal reports and publications.
  • Conducts trend analysis of educational data.
  • Prepares data and reports for School District Financial Profile, iLearn, Report Card, National Center for Education Statistics (NCES) submissions, Special Education Expenditure Report, operating expense per pupil, indirect cost rates, Evidence-Based Funding (EBF) cost factor calibration, and other reporting as requested.
  • Provides school finance technical assistance to school district officials, auditing firms and taxpayers as needed.
  • Presents at district board meetings, seminars, and workshops.
  • Provides assistance with the amendment to regulations, instructions, and electronic processes for school maintenance, school construction grants, and other grant programs overseen by the department.
  • Reviews and approves grants for eligibility and funding.
  • Provides assistance for Charter School analysis and approval.
  • Drafts, analyzes, and reviews proposed legislation.
  • Analyzes the school code.
  • Conducts research regarding legislation and education processes.
  • Coordinates assigned projects.
  • Assists with the collection and compiling of data for the capital needs of all school districts.
  • Assists with the creation of reports from the data.
  • Maintains Illinois State Board of Education (ISBE) website pages related to areas of responsibility.
  • Performs other duties as assigned.

Required Qualifications:

  • Bachelor's degree plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Experience in the areas of finance, accounting, or business management.
  • Experience with Microsoft Excel or Microsoft Access.
  • Ability to solve problems as they arise.
  • Ability to handle multiple priorities concurrently.

Preferred Qualifications:

  • Degree in accounting, finance, mathematics, business/public/education administration.
  • Experience working with and reconciling large data sets.
  • Proficient in both Microsoft Excel and Microsoft Access.
