Duties Description Under the supervision of a Human Resources Specialist 2, the Human Resources Specialist 1 will perform general personnel activities, which include: staffing, classification, recruitment, exam planning, and employee services. The DOT Personnel Bureau provides services to over 8,000 employees.

The incumbent selected for this position must possess excellent oral and written communication skills and will be required to establish and maintain working relationships with professional, paraprofessional and support staff.
Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Trainee 1 Level: A bachelor’s or higher degree
Your degree must have been awarded by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Trainee 2 Level: Either 1. A bachelor's degree and one year of professional human resources experience.
OR - a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Full Level: Either - A bachelor's degree and two years of professional human resources experience.
OR a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
