The Opportunity:

The Animal Health Program is dedicated to supporting the productivity, economic viability, and sustainability of animal agriculture by protecting animal and public health through the promotion of disease prevention, surveillance, traceability, control, and eradication. The Animal Health Program is a trusted partner of animal agriculture providing excellent customer service and science-based information through education, outreach, and communication with our stakeholders.

The Animal Health Emergency Preparedness and Planning Coordinator protects Washington State’s natural resources, agriculture industry, and the public from selected animal pests and diseases through surveillance, control and disease eradication. This position understands and analyzes animal health data and disease trends to inform key decisions, assisting with the protecting of foreign and domestic markets and the freedom to move livestock and livestock products within the U.S. and internationally. This position also develops, and updates Animal Health Program Standard Operating Procedures (SOPs) based on animal emergency response plans, supervises/completes corrective actions for exercises, confirmed FAD events, disasters, and agroterrorism threats to animal agriculture. The Animal Health Emergency Preparedness and Planning Coordinator oversees biosecurity plan writing and review and permitting processes to secure continuity of business. This position develops an increasing level of knowledge and awareness in stakeholder groups about livestock disease threats, diseases of regulatory significance, secure food supply plans, biosecurity and the potential regulatory steps that might be required during a response at the county and state level. Provides outstanding internal and external customer service, this position inspires confidence, and builds trust through communication. This position raises public awareness of the Animal Health Program through education and training to ensure compliance and cooperation from the industry and veterinary stakeholders.

Important Notes

WSDA is recruiting for a full-time permanent Animal Health Emergency Preparedness and Planning Coordinator position within the Animal Services Division. This position is approved for a home duty station within the State of Washington. This is a non-represented position.

The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience. The typical starting salary range for this position is: $82,872 Step A - $108,780 Step L annually.

In addition to the salary listed above, incumbents residing in King County will receive an additional 5% location pay stipend.

Duties

Preparedness and Response Activities

  • Fulfill veterinarian duties such as surveillance, depopulation, disposal, necropsy and diagnostic sampling during an FAD or emerging disease outbreak.
  • Design and exercise data driven, customized educational resources and training on animal disease response, preparedness and recovery for key regional/county partners with an emphasis on veterinarians, technicians, animal rescues, animal shelter facilities and industry groups.
  • Serve as a liaison WSDA EM Program and Animal Health program to develop and update Animal Health Program SOPs.
  • Maintain corrective action trackers, coordinates assignments and completes tasks to close planning/ preparedness identified by EM program or those identified in CA workplans.
  • Coordinate any trainings/exercises in the Cooperative Agreement workplans.
  • Coordinate large animal equipment training annually.

Cooperative Agreement, Grant Writing and Management for Preparedness, Planning and Response

  • Seek out, writes and oversees National Animal Disease Preparedness and Response Program (NADPRP) grants or similar grant opportunities.
  • Oversee writing of grant proposals based on needs and priorities for the Office of the State Veterinarian.
  • Serve as Administrative Contact and Program Contact with responsibility of all administrative activities associated with the NADPRP project.
  • Write and oversee USDA emergency preparedness cooperative agreement as assigned and statement of work activities based on USDA priorities.

Secure Food Supply Plans, Implements Permitting Processes for Business Continuity, write or oversee, review and exercise SFS plans

  • Supervise interns, students, veterinarians or temp employees hired to execute plan writing and associated funding streams (i.e.: grants, emergency CA) with lead cattle health veterinarian.
  • Develop, maintain and execute permitting Standard Operating Procedure (SOP).
  • Develop, maintain and execute a plan for auditing SFS plan during an FMD outbreak.
  • Enter approved SFS plans into EMRS for streamlined permitting.
  • Coordinate plan writing scheduling throughout the year for producers, farms, processors for all species upon request.
  • Review existing SFS plans every 3 years.
  • Deliver biosecurity training for key stakeholders including veterinarians, animal event facilities, racetracks, fairgrounds and livestock markets.

Subject Matter Expert on EMRS, Subject matter expert as trained Disease Reporting Officer (DRO)

  • Use EMRS, Animal Tracks and WSDA mapping tools to analyze data and generate reports, tables, pivot tables or other data as requested to monitor disease trends.
  • Responsible for the effective and efficient maintenance and the use of the Emergency Management Response System 2.0 (EMRS2).
  • Maintain current awareness of any changes to incidents, relevant SOPs/incident policies.

Qualifications

Required Qualifications:

  • Doctor of Veterinary Medicine from an accredited veterinary school.
  • Ability to acquire prior to employment and maintain a valid Washington Driver’s License to operate a state agency vehicle.

Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • Two (2) years of food animal veterinary experience.
  • Preference given to advanced degrees or board certifications in related field.
  • Knowledge and experience in training for and/or responding to animal disease outbreak or natural disasters.
  • Experience in providing training and facilitating to stakeholder groups.
  • Experience in writing and managing contracts/grants. Knowledge and experience in writing and editing response plans.
  • Good written and oral communication skills.
  • Experience in emergency management and response activities. Completion of Incident Command System (ICS) training: 100, 200, 300, 400, 700, and 800

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
