This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
Under the general direction of the Deputy Secretary of Technology, Agency and Chief Information Officer, Caltrans, the incumbent has broad administrative participation in the formulation, operation and evaluation of the Department’s Security Services Division on issues affecting information security, operational recovery and network technologies. The Chief Information Security/Privacy Officer develops and oversees the implementation of policies associated with cybersecurity risk management industry standards and State policy to identify and assess risk associated with the Department’s information security assets.

A Statement of Qualifications is required to participate in the examination.
Candidates must provide detailed and specific examples from their professional education, experience, and training that directly answer each of the Statement of Qualifications (SOQ) questions outlined below. In addition to the examples, candidates must also include their overall length of time of their experience as it relates to each SOQ question in the space provided. Each question will be scored individually, therefore, candidates must provide length of time and specific examples to each question.
Responses to the SOQ must be submitted on the Department of Transportation's CEA Statement of Qualifications Form (PM-0503). Any SOQ responses that are not submitted on the PM-0503 will not be scored. Each box provided on the form for your response has been limited to 2000 characters. Additional documents to supplement the PM-0503 will not be reviewed during the examination scoring.

The Statement of Qualifications must address the applicant’s qualifications relative to the following:
1. Provide examples from your work experience that demonstrate how you have proactively adapted to emerging cyberthreats in your previous roles, and what innovative strategies have you implemented to enhance cybersecurity.
2. Provide examples from your work experience where you successfully navigated and applied regulatory frameworks, such as NIST, to ensure compliance and enhance IT security across an organization.
3. Provide examples from your work experience that demonstrate your ability to lead an organizational transformation. Your response must include strategies that you employ to achieve your goals and what you did to inspire your team to embrace the change.
4. Provide examples from your work experience that demonstrate your ability to effectively engage with leaders and stakeholders on large-scale IT or cybersecurity projects. Your response must include details on how you addressed challenges in areas such as the following: stakeholder engagement; escalating costs and entropy of legacy IT systems; the resource struggle between business priorities and cybersecurity priorities, etc.

The examination will consist of an evaluation of the Statement of Qualifications (SOQ). All interested applicants must submit a Statement of Qualifications (SOQ) using the provided PM-0503 SOQ Form with their State Application. This will be the only tool used to determine your eligibility and ranking for this examination. The SOQ will be evaluated based on the quality of examples provided with each question, as well as the overall length of time candidates indicate related to each question response. Candidates who fail to submit an SOQ on the PM-0503 SOQ Form will be eliminated from the examination.
A passing score of 70% or higher must be obtained to establish eligibility. Hiring interviews will be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of CEA B, Chief Information Security and Privacy Officer with Caltrans. Applications will be retained for twelve months.
