The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: The Preparing & Retaining Educators through Partnerships (PREP) Project Manager will lead development and implementation of high-priority initiatives within the department. Included in the portfolio of work is the project management for implementation of the Preparing and Retaining Educators through Partnership (PREP) Program Allotment which the legislature established in 2025 via House Bill 2 of the 89th legislative session.

Critical to success in this role is the ability to effectively take high-level visions and convert them into clear, accessible, usable plans; manage multiple work streams with interdependencies; quickly build relationships with peers; develop buy-in where direct reporting structures may not exist; and manage up to senior leaders across the office and agency.

This position may oversee one Education Specialist V and report to the Division Director, Talent Pathways.

Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Project management of PREP Program Allotment and related grants: Direct the development of grant and allotment application processes to support educator preparation and talent pathways including the PREP Program Allotment and LASO Grants. Develop a project charter and Smartsheet work plan for related projects and oversee project management across multiple divisions.

2. Project management of rulemaking: Coordinate rulemaking across divisions within the Department of Educator Preparation, Certification, and Enforcement (EPCE). Manage Commissioner of Education and State Board of Educator Certification rulemaking processes and serve as a liaison between program and rulemaking teams. Plan for and facilitate internal and external stakeholder engagement related to rulemaking such as coordination of stakeholder meetings, management of pre-work, synthesis of input in accessible reports, and data analysis. Support the facilitation of stakeholder input meetings.

3. Performance management of PREP Program Allotment: Implement PREP performance management practices in accordance with those established by the Alignment and Delivery Unit (ADU) and the EPCE Department to support program evaluation and continuous improvement efforts. Develop, administer, and aggregate data from compliance reports, surveys, and other performance management tools across PREP Programs. Coordinate and facilitate collaboration across program teams and EDRS, philanthropic organizations funding research, and other interested parties. Oversee any contracts or grants that support performance management and program evaluation.

4. Performance management supports for EPCE: Create and implement supports for EPCE-wide performance management practices. Provide resources and technical support for teams related to ADU-aligned tools and practices (e.g., Smartsheet dashboards, etc.). Coordinate and help facilitate EPCE-specific performance management routines such as scope sheet updates, alignment and deep dive meetings, MPUs, project charter development or refinement, etc. Support performance management efforts of EPCE senior leadership team members.

5. Stakeholder engagement and communications support for EPCE: Manage coordinated stakeholder engagement and communication practices for educator preparation and talent pathways for priority projects such as PREP Allotment and EPP content upgrades. Develop and implement communications and stakeholder engagement plans. Serve as a liaison with the communications and stakeholder engagement teams; facilitate and coordinate collaboration across teams through scheduling and meeting supports. Support coordination of stakeholder engagement efforts such as scheduling, logistics, survey administration, meeting support. Support website audit & website coordination planning . Align newsletters across departments and units.

Qualifications

Minimum Qualifications

  • Education: Graduation from an accredited four-year college or university
  • Experience: At least seven (7) years of experience in education
  • Substitutions: An advanced degree may substitute for two years of required experience
