Job Overview

The Data Scientist is responsible for modeling and analyzing large, complex data stores using statistical, algorithmic, and analytical techniques, methods, and procedures. The Data Scientist may also lead large system and data integration projects, with varied datasets, engineering specialized database and computing environments. The Data Scientist works closely with department directors, managers and colleagues turning data into congruent, reliable intelligent information and knowledge for use in strategic decision making. Assists in the creation and development of an Enterprise-wide data warehouse.

$75,129 - $137,696

Ideal Candidate

The ideal candidate will possess a strong foundation in engineering, mathematics, computer science, or a related analytical field, with at least five years of professional experience analyzing large datasets in support of enterprise, capital projects, or public utility programs. The ideal candidate will have the combination of education, professional experience, skills, and traits to effectively support the ongoing needs associated with project management and project control via Oracle Primavera Unifier and P6, as well as move towards data-driven forecasting and continual optimization of project schedule and cost.

This individual will demonstrate expertise in extracting, transforming, and analyzing complex data using advanced statistical methods, expert use of data visualization tools to create dashboards and reports, and leadership in communicating findings to stakeholders to support organizational decision-making. Experience with automating data pipelines and building predictive models and algorithms to forecast future outcomes and solve complex problems is a plus. The ideal candidate will be highly proficient in business intelligence platforms—particularly Power BI—and strong programming skills (ex. Python, R), knowledge of SQL and cloud platforms (ex. Azure, Oracle), and experience with machine learning algorithms and artificial intelligence frameworks is a plus.

They should exhibit excellent problem-solving abilities, sound judgment, and the capability to work both independently and collaboratively across the organization, including with Department and Division Directors, Planning, Project Management, Fiscal, and Contracts teams. Effective communication with leadership and stakeholders is essential, as is the ability to explain technical information to non-technical audiences. A self-motivated, strategic thinker with a high level of initiative and a commitment to data integrity and innovation will thrive in this role. Experience in government or public-sector data environments is a strong plus.

Duties and Responsibilities

  • Develops, modifies, and maintains advanced, complex SQL queries using Common Table Expressions (CTE).
  • Performs data manipulation and arithmetic on data source values.
  • Develops, modifies, and maintains Database objects.
  • Develops automated reports from multiple data sources.
  • Creates, modifies, and consumes data from Representational State Transfer (REST) and Simple Object Access Protocol (SOAP).
  • Develops, modifies, and maintains Program Functions, Classes, and Procedures.
  • Develops, modifies, and maintains Database Functions, Procedures and Packages/Classes.
  • Creates, modifies, and maintains Business Intelligence (BI) Reports.
  • Creates BI reports from multiple data sources using relational linking.
  • Performs analysis and recommendations pertaining to the data.
  • Creates multi-layered reports with drill downs and granular views of data.
  • Designs, interprets, and implements Data Models.
  • Designs large Logical Data Models (LDMs) and Physical Data Models (PDMs).
  • Identifies entity types, attributes, and relationships.
  • Creates large, complex diagrams and notations.
  • Prepares data for analysis and reporting (Data Wrangling).
  • Creates, maintains, and modifies Data Pipeline structures and processes.
  • Assists with implementing and maintaining Extract, Transform, and Load (ETL) pipelines using Azure Data Factory, Databricks, and Azure Synapse Analytics.
  • Designs and executes test cases.
  • Familiar with star and snowflake designs, additive, semi-additive and non-additive facts, and fact tables. General understanding of disparate data and how it relates to the correct creation of various dimensions of the data warehouse.
  • Applies advanced statistical and predictive modeling techniques to build, maintain, and improve real time decision systems.
  • Strong ability to perform in-depth data validation to ensure quality.
  • Strong ability to reverse engineer data systems in order to understand the structure of the data.
  • Ability to cleanse, modify, and transform disparate data into usable forms.
  • Helps develop Information architecture and strategy.
  • Proficient in SQL (Oracle and SQL Server primarily) and Python.
  • Knowledge of one or more additional data science programming languages (R, MATLAB, SAS, etc.) is desirable.
  • Advanced capability using DAX and Power Query (M).
  • Experience using the Power BI cloud service (report/app publishing, access management, dataflows, dataset refresh scheduling, email subscriptions, etc.).
  • Performs other related duties as assigned.

Physical Requirements

  • Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
  • Tasks may involve extended periods of time at a keyboard or workstation.
  • Work is usually performed in an office environment.

Work Category

  • Sedentary work - Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Minimum Qualifications Required

  • Bachelor’s degree from an accredited college or university with a major in Mathematics, Statistics, Computer Science, or other related disciplines from accredited institutions; AND
  • Four years of related experience in the field of data science and analytics; OR
  • An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
