You will serve as a PROGRAM ANALYST Equipment Maintenance Manager in the NETC Center for Security Forces of CENTER FOR SECURITY FORCES.

Duties

  • You will provide technical guidance and assistance to the CENSECFOR Logistics and Material Readiness Director regarding training equipment life cycle maintenance, small arms maintenance management and controlled equipment inventory procedures.
  • You will conduct required cost analysis and submit reoccurring cost estimates in support of training equipment maintenance requirements and phase replacement planning purposes, works closely in support of small arms maintenance management.
  • You will manage the command’s SAWS training equipment life cycle maintenance support procedures, technology upgrades and associated material maintenance issues from inception to completion.
  • You will oversee the repairs of all SAWS training equipment and provides written reports of completed repairs.
  • You will serve as the Contracting Officer’s Representative (COR) for CENSECFOR contracts that support the command’s EOWM and SAWS programs ensuring and overseeing performance and delivery of services.
  • You will be responsible for reviewing, approving service invoices for payment, and archiving all contract performance documentation (e.g., contract modifications, status reports, invoices, etc.).
  • You will provide technical assistance with initial procurement, phase replacement and disposition of Technical Training Equipment (TTE) and Training Unique Equipment (TUE).
  • You will assist with development and enforcement of command policy, disposition and controlled equipment inventory procedures.
  • You will enforce CENSECFOR equipment maintenance policy and guidance by participating in annual site assessments and conduct annual reviews of applicable CENSECFOR training equipment instructions for accuracy and provides recommended changes.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying a need for and knows where or how to gather information; provide technical guidance regarding training equipment life cycle maintenance, small arms maintenance and equipment inventory procedures. 2) Coordinating training and applying marksmanship principles/concepts as applied to small arms, operations and maintenance of small arms, small arms handling procedures and employment techniques. 3) Applying law, policies, regulations, principles, standards and procedures to management and program analysis activities, pertaining to Department of the Navy's Anti-Terrorism Security, Core Captivity Curriculum, and Expeditionary Warfare missions; 4) Managing the command's training equipment life cycle, maintenance support procedures, technology upgrades and associated material maintenance issues from inception to completion; 5) Identifying and overseeing the maintenance repairs of all training equipment and provides written reports of completed repairs; 6) Reviewing, approving services, and archiving all contract performance documentation (e.g., contract modifications, status reports, invoices, payment documents, etc.). PHYSICAL DEMANDS

The work is primarily sedentary. However, the employee occasionally performs moderate physical exertion involving walking, standing, climbing structures, riding small boats and observing small arms related training evolutions. The incumbent may be expected to participate in meetings to observe high risk training evolutions in the field, on board small boats and/or Navy ships. Stressful physical activity will be minimal with may include prolonged periods or standing, crouching or kneeling. However, the incumbent may be involved in stressful situations related to AT Security, CCC and Expeditionary Warfare training.

WORK ENVIRONMENT

Majority of the work is performed in an adequately lighted and ventilated open office setting shared with other personnel. Routine travel outside Norfolk, VA to both CONUS and OCONUS destinations is required and occasionally on short notice for varying periods of time. The employee may be exposed to risks and hazards associated with the delivery of high-risk training. Potential hazards may include but are not limited to high levels of noise, high temperatures in confined spaces, hazards expected on shooting ranges, adverse weather conditions, unpleasantness and discomforts such as moving machinery parts, and irritant chemicals. At times the incumbent is required to wear Personal Protective Equipment i.e., hearing and eye protection, face mask, body armor, protective helmet etc.
