THE POSITION

The Conservation & Environment IT Delivery Center (CEDC) is seeking a Senior Applications Developer to serve as a team lead in our Harrisburg Office. If you have the technical, teamwork, and leadership skills to oversee development projects that involve critical business processes, numerous variables, and diverse operational requirements, then we want to hear from you!

DESCRIPTION OF WORK

In this position, you will be the development lead for all the technical development performed in CEDC’s work for the Department of Conservation & Natural Resources (DCNR), under the direction of the Division Chief, and be responsible for ensuring that the delivered solutions adhere to the technical architecture defined by the architect, the enterprise architects, and approved by the architecture review committee. Responsibilities include meeting with users to analyze existing business processes and systems; conducting long range planning to ensure that development efforts are made with an eye to continuous improvement; and developing, leading, or participating in Agile techniques and the development of objectives for proposed systems. You will also be expected to provide guidance to contractor staff and collaborate with other team leads within the CEDC to ensure development staff are utilizing the latest software development tools, standard practices, and procedures.

This highly advanced technical work in the analysis, planning, design, development, testing, debugging, maintenance, and documentation of highly complex applications will rely on your professional experience with .Net Framework 4.8 and .Net 8. Your technical abilities, leadership, and communication skills will ensure development projects fulfill the needs of our clients’ business systems, as well as the CEDC initiatives. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Applications Developer 2 or Computer Programmer 4 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; or
  • Five years of information technology experience that includes three years of experience in applications development or applications maintenance; or
  • One year of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; or
  • An equivalent combination of experience and training.

Other Requirements:

  • You must possess three or more years of full-time professional experience working with .Net Framework 4.8.
  • You must possess one or more years of full-time professional experience working with .Net 8.
