Duties and Responsibilities

The Operations Services Manager (OSM) reports to the Operations and Management Consultant Manager (OMCM) in the Bureau of Issuance Oversight and will manage, direct, and lead a group of Motorist Services Analyst I and Motorist Services Analyst II experts who are responsible for documenting, maintaining, supporting, testing, and administering the Division of Motorist Services electronic issuance systems, business requirements and business processes. These members are responsible for the assessment and testing of business processes and requirements for projects and process improvement efforts for the Division of Motorist Services. The OSM shall act as a liaison between Motorist Services bureaus, ISA, Office of Motorist Modernization, vendors, and agency partners when assessing business requirements and translating business needs to support non-technical requirements, processes, policies, and procedures.

Knowledge, Skills and Abilities

  • Knowledge of Florida statutes and HSMV rules, policies, and procedures related to driver licenses and motor vehicles.
  • Skill in the use of Microsoft Office applications such as Word, Excel, PowerPoint, and MTM (Microsoft Test Manager).
  • Skill in the use of Florida Driver License Information System (FDLIS), Florida Real-time Vehicle Information System (FRVIS), Electronic Filing System/Electronic Temporary Registration (EFS/ETR), Motorist Maintenance (MM), Virtual Office (VO)/ myDMV Portal, and/or Online Registration and Identity Operating Network (ORION) applications.
  • Ability to facilitate medium to large groups of people at various organizational levels for the purposes of planning, problem solving, or strategy development.
  • Ability to analyze and interpret technical and business data.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to provide technical assistance.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

Preferred Qualifications

Preference will be given to candidates with the following:

  • Experience testing system applications.
  • Experience in a wide variety of testing efforts, techniques and tools.
  • Planning and management skills.
  • Skill in the use of Florida Driver License Information System (FDLIS), Florida Real-time Vehicle Information System (FRVIS), Electronic Filing System/Electronic Temporary Registration (EFS/ETR), Motorist Maintenance (MM), Virtual Office (VO)/myDMV Portal, and/or Online Registration and Identity Operating Network (ORION) applications, Microsoft Test Management and Blueprint.

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
