TxDOT's Austin District North Travis Area Office is looking for a Transportation Engineer II, III, IV or V (Lead Worker) located in Austin, Texas. This position performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor. Transportation Engineer V is reserved for a Lead Worker position.

This position is for one or more Transportation Engineer II, III, IV or V (Lead Worker). The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.
Salary Plan/Grade:
Transportation Engineer II: B25 ($69,572.00 - $95,000.00/yearly)
Transportation Engineer III: B26 ($76,530.00 - $101,000.00/yearly)
Transportation Engineer IV: B27 ($84,182.00 - $115,000.00/yearly)
Transportation Engineer V: B28 ($92,600.00 - $125,000.00/yearly)

Position Description
This position performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.
Essential Duties:
The essential duties for a Transportation Engineer II, III, IV or V:
- Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
- May serve as a project manager overseeing consultants performing advanced and complex engineering work.
- Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
- Negotiates fees, explains scope of work and monitors consultant design contracts.
- Develops and reviews engineering related documents, correspondence, reports, and remediation plans.
- Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.
- Reviews and revises PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems.
- Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
- Performs other job responsibilities as assigned. This position requires you to drive for TxDOT.
Additional duties for a Transportation Engineer V (Lead Worker):
- Leads/Trains professional and inspection staff.
- Conducts final inspections on completed projects.
- Conducts pre-construction meetings and public hearings.
- Makes presentations and represents TxDOT.
- Assists Area Engineers with construction contract administration matters.
- Coordinates maintenance matters with Area Engineer.
- Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual project schedules.
- Assesses and reports actual project progress versus planned progress to determine trends and variances for highly complex projects.
- Assists Project Managers to establish realistic and achievable schedule baselines for advanced and highly complex projects.
- Develops and supports implementation activities for new methods, procedures, and technologies.
- Gives presentations on TxDOT program activities to departmental personnel and outside entities.
- Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.
- Reviews, develops and supports Standard Operating Procedures for developing, maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
- Serves as project/team leader for advanced and highly complex projects related to construction management.
Minimum Qualifications:
Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:
Transportation Engineer II: 5 YEARS in Transportation engineering or related engineering experience
Transportation Engineer III: 6 YEARS in Transportation engineering or related engineering experience
Transportation Engineer IV: 7 YEARS in Transportation engineering or related engineering experience
Transportation Engineer V: 8 YEARS in Transportation engineering or related engineering experience
(Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- Licensed Prof Engineer*
- Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
Preferred Qualifications:
- Designing or managing roadway and highway transportation projects.
- Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates, cross sections, and 3D models.
- Developing plans specifications & estimates (PS&E).
- Performing detailed design review and revisions.
- Selecting appropriate project specifications, developing preliminary and detailed estimates.
- Managing consultants on roadway design projects development.
- Developing scopes of work, negotiating Level of Effort and related fees for consultant contracts.
Competencies:
Transportation Engineer II, III, IV or V:
- Design and plan preparation methods and requirements
- Applicable plans, specifications and estimates preparation, review, processing, and compliance requirements
- Applicable engineering workstations and applications to support efficient planning and design activities
- Geometric design relationships to traffic operations, maintenance, and construction
- The utility industry and applicable laws, rules, and regulations
- Construction, operation, and maintenance of traffic control devices
- Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory
- Water quality and storm water management
- Contract oversight
- Review of Traffic Impact Analysis
- Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner
Additional competencies for a Transportation Engineer V:
- Construction phasing and sequencing
- Bridge construction and evaluation methods, procedures and regulations
- Construction, operation and maintenance of traffic control devices
- Persuasion and negotiation of critical issues
- Standards and specifications for bridges and other transportation structures
Physical Requirements and Working Conditions:
- Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects 10 lbs. or more.
- Repetitive Motion-substantial movements of the wrists, hands, and fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
