Position Information

I am excited to share that the San Angelo District of TxDOT is on the lookout for a highly motivated individual to fill the critical role of Utility Coordinator. This position is integral to our team and carries a range of responsibilities that are essential to our operations. The Utility Coordinator will be responsible for identifying existing utilities within the right-of-way (ROW) of project limits, whether for TP&D or Maintenance Projects. They will develop and maintain conflict utility matrices throughout the project development and ensure smooth coordination with utility companies for the relocation of utilities. Additionally, the role entails developing utility agreements for new ROW purchases, tracking project progress, and coordinating payments to utilities for relocation, all while ensuring compliance with Buy America guidelines. The position also involves calculating betterment ratios, eligibility percentages, market value comparisons, and relocation costs. Maintaining data in TxDOT Connect, such as relocation and reimbursement status, is crucial. The Utility Coordinator will serve as the liaison between TxDOT and utility companies, coordinating quitclaim deeds and/or condemnation of utilities' ROW when necessary. Furthermore, the Utility Coordinator will develop, maintain, and update utility relocation schedules to ensure utilities are relocated before construction begins. If utilities are not relocated before construction starts, the coordinator will develop and maintain a construction management plan to coordinate with the Area Engineer office during construction.

Salary Information:

Utility Coordinator I (B16): $40,918 - $61,130 yearly

Utility Coordinator II (B18): $45,521 - $71,055 yearly

Utility Coordinator III (B20): $51,158 - $81,351 yearly

The Texas Department of Transportation reserves the sole right in determining the level of position offered based on the applicant's work experience, skill level and all other appropriate factors, and based on business needs.

Position Description

Coordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level follow standard practices that do not require frequent supervision of details.

Essential Duties:

The essential duties of Utility Coordinator I include

  • Assists in researching problems and coordinating solutions regarding potential utility conflicts and reimbursements; prepares correspondence.
  • Assists with establishing and coordinating activities between the Department, federal agencies, utility companies and other entities.
  • Measures, coordinates and calculates payments such as betterment ratios, eligibility percentages, supplements, market value comparisons and relocation costs.
  • Meets with utility representatives and other entities to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions to resolve problems.
  • Monitors the installation/removal, adjustment or relocation of utilities.
  • Assists with audits and in determining eligibility requirements for payment of relocation reimbursements.
  • Prepares, processes and maintains documents, references and/or resource materials.
  • Assists with implementing and interpreting Department policies and procedures as related to utility adjustments, relocations, negotiation, reimbursements and compliance with applicable state and federal laws.
  • Enters and maintains, with supervision, the electronic documentation and data in TxDOT systems are accurate and up-to-date.
  • Assists with review of agreements, plans, specifications and billings submitted by the utility companies.
  • Assists with providing updates on current projects for progress and pending projects for planning and portfolio management purposes; consults and advises personnel in policies and procedures.
  • Performs other job responsibilities as assigned.

The essential duties of Utility Coordinator II include those listed above and

  • Performs reviews and determines eligibility requirements for payment of relocation reimbursements.
  • Reviews current projects for progress and pending projects for planning purposes; advises and trains others on policies and procedures.
  • Requests survey information from right-of-way, and reviews plats and survey data related to permits and interprets plans.
  • Enters and maintains the electronic documentation and data in TxDOT systems are accurate and up-to-date.

The essential duties of Utility Coordinator III include all those listed above and

  • Coordinates the execution of relocation and/or condemnation papers with Department payment processing personnel, property owners and/or title companies for commitment and closure.
  • Reviews agreements, plans, specifications and billings submitted by the utility companies.
  • Serves as a Department expert in program responsibilities.
  • Develops, maintains and updates utility relocation schedules.

Minimum Qualifications:

Education: High School Grad or Equivalent in general education.

Experience

Utility Coordinator I: None

Utility Coordinator II: *1 year utility, transportation or construction-related activities

Utility Coordinator III: *2 years utility, transportation or construction-related activities

  • Experience can be satisfied by fulltime or prorated part-time equivalent

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
