[What the role is]
You will work in the Hawker Programmes Department of the Hawker Centres Group to implement programmes to improve the productivity of hawkers and/or sustain the hawker trade. Working in collaboration with both external and internal stakeholders, you would be the point of contact to ensure that initiatives and programmes for hawker centres, are implemented in accordance with NEA’s objectives. You will be expected to carry out engagements with stallholders and the public in relation to the initiatives and programmes. You will also be responsible for monitoring, tracking and reporting the implementation status of the initiatives and programmes.
[What you will be working on]
You will:
- Oversee initiatives and programmes, such as the Productive Hawker Centres (PHC) Programme and the upcoming Hawker Centres Upgrading Programme 2.0 (HUP 2.0)
- Ensure that renovation/retrofitting works at existing hawker centres and ensure they are being carried out in accordance with NEA’s objectives
- Participate and represent NEA to share on the review of programmes, including the technical aspects to convey NEA’s position with external stakeholders
- Establish and maintain effective relationships with strategic partners and stakeholders
- Work with internal stakeholders to establish implementation schedules and action plans
- Facilitate engagements including leading and conducting ground engagement with stakeholders on initiatives and programmes
- Facilitate budgeting, prepare funding approval submissions, cost estimates pertaining to the public sector funding process prior to the launch of the initiatives and programmes
- Track initiatives and programmes expenditures and project account closures through collaboration with stakeholders
- Draft and prepare contract specifications and administer activities pertaining to the procurement of required services prior to the implementation of the initiatives and programmes
- Administer the contracts, which includes pre and post contract matters relating to the renovation works and programme related activities
- Conduct full documentation and keep proper records of the implementation for initiatives and programmes
- Consolidate and analyse statistics in support of the department’s decision-making process
- Any other ad-hoc duties assigned
[What we are looking for]
The job might be for you if you possess the following qualities,
- Prior work experience in public sector related initiatives and programmes, project & facilities/ building management, estate/ tenancy/ contracts management, built environment and public sector related initiative and programmes would be an advantage
- Possesses good analytical, problem-solving and project management skills
- Team player who is resourceful, meticulous and able to multi-task to meet tight deadlines in a fast-paced environment
- Enjoy collaborating and taking the lead when needed to carry out plans and objectives
- Able to appreciate the finer details and remain focused on the long-term goals/objectives
- Good writing, interpersonal and presentation skills
- Proficient in Microsoft Office Excel, e.g. toggling excel, functions, coming up with creative presentations
