Position Description

Anne Arundel County Government is currently hiring for a full-time permanent, safety-sensitive Senior Inspector position in the Office of Inspections and Permits.

This is a senior inspector level skilled work in managing day to day tasks, activities associated with inspections, securing and maintaining compliance with grading, stormwater management, erosion and sediment control, site and grading plans, code enforcement, county and State Codes and regulations. The position is responsible for providing efficient, timely and realistic solutions to complex inspection issues.

At the Senior Inspector level, the employee is expected to perform a variety of tasks independently and with minimal supervision.

NATURE AND VARIETY OF WORK

Work involves the performance of increasingly more difficult tasks associated with inspection and management of day-to-day issues, tasks, work of subordinate inspectors, including but not limited to pre-construction meetings, plan review, reading, interpretation, troubleshooting, communication with engineers and contractors, revisions (office, field inspections) related to infrastructure, stormwater, code compliance, corrective notices, mitigation, erosion sediment control inspections.

Work includes guiding less experienced inspectors and technical support staff. Work includes the ability to tactfully deal with people effectively and equitably.

Work includes the application of discretion and judgment in the interpretation of pertinent codes and regulations and in making inspections.

Work requires the application of thorough office and field knowledge for the inspection of sites, review of infrastructure, grading, building, utility, site plan and applications, code enforcement assigned tasks and/or projects in accordance with applicable building and construction industry standards, Federal, State, and County regulations relative to the area of assignment.

Work includes providing support and assistance to supervisors, inspectors, engineers, and site personnel with field and office work with various tasks associated with inspection, utility, stormwater and storm drainage, roads, code compliance, during and after construction, and customer service.

Work includes working with agencies as needed to have codes enforced and make recommendations regarding special projects.

Work is performed within established policies and professional standards and is reviewed through conferences and reports for adherence to schedules and standards applicable to the assignment by a higher-level supervisor, engineer, or management official.

Examples of Duties and Knowledge, Skills and Abilities

  • Reviews and assists in the review of applications and issued permits; investigates possible or actual problems and complaints; and initiates corrective actions.
  • Respond to concerns and improvements between inspection staff, county officials, engineers, property managers, and the public. Meets with owners, consultants, developers, and outside agencies as required.
  • Assist the supervisor and provide directions to inspectors regarding stormwater, grading, soil erosion, and sedimentation control methods and techniques.
  • Provide support to Supervisors, direction to inspectors for grading permits at various stages of construction, including preconstruction meetings, grade certifications, violations, complaints, and as-built and warranty inspections.
  • Assist the supervisor and work with other agencies as needed to have codes enforced and make recommendations regarding special projects.
  • Completes daily worksheets, inspection reports, complaint forms, issue notices of field correction, notices of violation, and stop work orders.
  • Collects evidence, both written and photographic, to document violations of permitted and unpermitted activities, approved plans, and ordinances. Maintains permit and field files, both electronic and paper.
  • Assist the supervisor in ensuring compliance with Federal, State, and County environmental laws, policies, and regulations, and that monitoring and reporting requirements are being met.
  • Performs inspections and undertakes investigations in response to alleged violations of the Anne Arundel County Code. Reviews and reports site conditions to determine if infractions of applicable codes exist. Works with the office of law and other agencies as appropriate for code enforcement.
  • Appears in court and administrative hearings as required.
  • Performs inspection work requiring independent evaluation and analysis of issues and the exercise of judgment, education, and experience to select and apply criteria to resolve problems and make recommendations.
  • Responds to and investigates complaints of permitted and unpermitted activities, review and drainage questions, concerns, and requests.
  • Maintains continual contact with responsible on-site personnel, engineers, developers, and builders on a day-to-day basis to ensure compliance with the code.
  • Review as-built packages for completeness and accuracy. Facilitate stormwater Hand-off meeting, warranty transition, and inspections.
  • Conduct site visits during various stages of development projects – review/design, active construction, pre- and post-construction, as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Considerable knowledge of the materials, methods, and practices used in various types of construction and of the stages in construction, when possible, defects and violations may be most easily observed and corrected.
  • Ability to establish and maintain effective working relationships with inspection staff, County officials, contractors, architects, property owners, and the public.
  • Considerable knowledge to provide field assistance and training for staff for onsite inspections and office work.
  • Considerable knowledge of possible defects and flaws in construction and of effective corrective measures.
  • Considerable knowledge of existing codes, ordinances, and regulations, and the ability to investigate and recommend corrective actions
  • Considerable knowledge of building, grading, utility, stormwater, soil erosion, and sedimentation control methods and techniques.
  • Knowledge of the application and use of computer technology to related construction.
  • Knowledge of commercial, residential, and rehabilitation building and construction code requirements and accepted practices.
  • Ability to plan and conduct engineering research, field studies, plan evaluations, and laboratory appraisals.
  • Ability to establish and maintain effective work relations with colleagues, developers, engineers, architects, contractors, inspectors, and the public.
  • Ability to communicate effectively, orally, and in writing.
  • Ability to manage time effectively, balancing multiple projects and tasks at once while maintaining communication between inspection staff and supervisors.

  • Ability to coordinate with internal and external stakeholders, including regulatory agencies and the public, and attend meetings, to provide senior-level technical expertise.

Minimum Qualifications

Education: Graduation from high school or vocational school.

Experience: Two (2) or more years of technical and trades experience in a variety of site and building inspection, land development, and construction work, to include inspections and enforcement; and a valid non-commercial Class C motor vehicle operator's license.

NOTE: This is a Safety Sensitive position, and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.

Supplemental Qualifications

Preference will be given to candidates with the following:

  1. Land development and site construction experience.
  2. Extensive knowledge of grading and sediment control practices.
  3. Experience working in stormwater management facilities.
  4. Experience reading, interpreting, grading, and stormwater management plans.
  5. Experience working with site contractors, engineers to review and propose alternatives, including workable and practical solutions to site inspection issues.
