Handle internal clinical operations/manage staff for 5 health centers in the North Region (Humble ISD, Houston ISD, and Aldine ISD)
Responsible for the operations and fiscal responsibilities of assigned Health Centers for Schools clinics. This person will also serve as the Nurse Practitioner in collaboration of the affiliate School Based Medical Director when a clinic’s APP/Mgr is out on leave or when a clinic requires additional support from a Nurse Practitioner. APP Managers will report to this person. Incumbent will be responsible for managing resources, developing and monitoring clinic operational budgets, and ensuring clinic operational goals and targets are met. Provides training opportunities, ensures adequate staffing, and supports compliance within all regulatory bodies under APP/Mgr oversight. This position is also responsible for promoting positive relations among clinic staff and personnel.
Typically reports to Director of Health Centers for Schools.
Job Description
MINIMUM QUALIFICATIONS
Education: Bachelors degree required. Masters of Healthcare Administration or Masters degree in Nursing (MSN), Doctor of Nursing Practice preferred
Licenses/Certifications:
- Current, unrestricted State of Texas license Advanced Practice Registered Nurse with completion of a certified Family or Pediatric Nurse Practitioner training program or AANP, PNCB, or ANCC certification.
- Texas certification of as an advanced practice registered nurse
- Certified in Basic Life Support.
Experience / Knowledge / Skills:
- Minimum of five (5) years of progressive clinical experience treating patients in area of intended practice in mid-level provider role
- Three (3) years of supervisory experience in healthcare
- Ability to supervise mid-level providers
- Experience in a multi-practice/multi-site environment
- Limited prescriptive authority by the Texas Board of Nursing or Texas Medical Board
- Strong written and verbal communication skills
- Ability to communicate with SBHC Medical Director and/or attending physicians to review patient records and care plans on a routine basis.
- Strong leadership skills: ability to inspire and motivate staff at all levels toward achieving a common objective.
- Leads by example, fostering an environment of trust and cooperation
- Ability to build & maintain positive relations with collaborating school districts, outside agencies/organizations, and staff across all SBHC disciplines
- Posesses excellent organizational and time management skills with the ability to execute on multiple projects simultaneously.
- Ability to formulate specific strategies and action plans to accomplish stated business objectives.
- Basic understanding of clinic operations including: business office function, human resource management, financial reporting, and budgeting processes.
PRINCIPAL ACCOUNTABILITIES
- Provides oversight of medical operational activities of all clinics to ensure adequate staffing and scheduling; supports clinic managers in screening and selecting staff when vacancies arise; addresses performance issues and takes corrective action as necessary of clinic managers; and conducts performance reviews of clinic managers in a timely and effective manner.
- Supports clinic manager in the annual operating budget proccess. Monitors and manages the use of resources to ensure each clinic’s budget is met. Improves operational processes in order to reduce cost. Shows good judgment in the utilization of operating funds and human capital.
- Works in the SBHC team environment to establish policies, procedures and standards of care, as well as the development of new/enhanced services within budgetary specifications.
- Determines and promotes individual professional growth and development by meeting requirements for mandatory/continuing education and skills competency clinic managers; supports department-based goals which contribute to the success of the organization; serves as preceptor, mentor and resource to less experienced staff.

When serving as the Nurse Practitioner of an individual clinic:
- Provides assessment, triage, and therapeutic management of patient/family needs throughout the disease process as an integral part of an interdisciplinary team, according to the age/needs of the patient/population served; acts under the authority and supervision of the SBHC Medical Director and/or attending physicians in accordance with regulations, hospital policy, protocols, and guidelines.
- Completes history and physical on patients; writes medical orders per established protocols; provides approved clinical services.
- Collaborates in the development and evaluation of patient care. Updates clinical guidelines/protocols; works autonomously and accepts accountability for outcomes; collaborates in research and teaching projects and applies research to practice.
- Uses interpersonal and verbal communication skills to educate patient/family on care and resources; participates in process improvement and multidisciplinary clinical outcome improvement activities utilizing advanced clinical expertise.
- Accountable for customer satisfaction, cost control, and for performance improvement by monitoring outcomes and improving the delivery of care.
- Participates in strategic planning and goal setting.
- Participates in marketing and promotion within the collaborating school districts.
- Analyzes and communicates current departmental issues to appropriate individuals both within and outside of the organization. Actively participates in interdisciplinary communication.
- Ensures safe care to patients, staff and visitors; adheres to all Memorial Hermann policies, procedures, and standards within budgetary specifications including time management, supply management, productivity and quality of service.
