We are currently seeking a Principal Program Cost Controls Analyst to join our team. This position will interact with all Program functions within the SCS organization, including Program Management, Engineering, Finance, Contracts and Operations and is therefore an excellent position for an individual who wants to be integral part of a team that is directly responsible for program execution. Opportunities to interact with Collins Aerospace upper management, as well as our external customers and local government agencies are an additional benefit.

This is an Onsite role at our Largo, FL facility.

What You Will Do:

  • Provide effective financial administrative planning and control on Cost Plus Incentive Fee development program.
  • Develop program Performance Measurement Baseline (PMB) for earned value/project management purposes.
  • Work closely with function(s) to support Integrated Program Management Data and Analysis Report (IPMDAR).
  • Prepare detailed reports, analyze data, and assist Control Account Managers (CAMs) in driving consistent and accurate variance justifications, including the identification of program impacts and any necessary corrective actions.
  • Monitor and report on corrective action plans to ensure timely resolution of variances.
  • Maintain the Agile Structure Mapping between the Earned Value Management System and JIRA
  • Align JIRA metrics (story points) with the EV System (hours, dollars) to ensure cohesive and accurate tracking of project progress and resource allocation
  • Consolidate Work Package Manager justifications to provide a comprehensive view of project status and performance.
  • Implement Baseline Change Requests (BCRs) and facilitate discussions to gain program concurrence on the need for BCRs, Approved Estimate at Complete Requests, Labor Account Transfers, and Contractual Requests (REA or ECPs).
  • Oversee the input and integrity of Earned Value Management (EVM) data, including name runs, reports, and data entries.
  • Ensure accurate and timely reporting of EVM metrics to support project performance analysis.
  • Support Program Management in assessing program risks and opportunities.
  • Understand Earned Value Management practices and procedures, including scheduling fundamentals and system tool usage, such as SAP/BW and Microsoft Office suite of products.
  • Accommodate unexpected events, achieve critical deadlines with quality results, and perform as a flexible team member in support of the objectives and initiatives of the SCS business.
  • Display good verbal and written communication skills, be a team player, and have a good working knowledge of company business systems and policies, contracting processes, and earned value management techniques.
  • Prepare and analyze monthly sales, costs, profit, schedule, and milestone billing forecasts in comparison to prior and plan. Perform the same effort for AOP/SFP.
  • Provide compliance support, including internal and external audits.

Qualifications You Must Have:

  • Experience in Finance including Program Controls, EVMS, Forecasting, and Accounting in the defense or aerospace industry.
  • Experience with Microsoft Excel
  • Proficient with APEX/SAP/PRISM/PMX
  • Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain Top Secret after start
  • Typically requires a Bachelor’s and a minimum of 5 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years experience

  • Excellent professional communication skills (Verbal and Written)
  • Understanding of corporate Financial Planning & Analysis (FP&A)
  • Ability to multi-task and be able to support a dynamic team environment
  • Ability to manage priorities in order to meet deadlines
  • Knowledge of the DoD Acquisition Process
  • Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP)

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
