The duties that the incumbent of the vacancy will be expected to perform. Duties Description This position requires supervision of an Administrative Support team comprised of State and Contract staff assigned to specific divisions and programs across the Center. As a supervisor the incumbent must provide guidance and training to team members, review time records, coordinate coverage, and complete performance plans and evaluations following appropriate standards. This position will require development of training, policies, procedures, and other guidance materials. The incumbent will ensure timely responses to record requests; evaluations, tracking, and completion of recruitment and personnel documentation; and the developing training, onboarding, and retention projects. The incumbent will also coordinate all record requests, and Center-developed informational and alert distribution; and other duties as assigned.

The minimum qualifications required for this vacancy. Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18, OR a current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.

Non-Competitive Candidates via HELPS Program:

Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator Trainee 1: A bachelor's or higher degree.

Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Strong communication, interpersonal and organizational skills. Supervision and project management. Demonstrated capacity to manage multiple people working both independently and part of a cohesive team and ensuring project plans are well established, implemented, and monitored to ensure successful and timely completion of project deliverables. Experience with policy and procedure or other guidance document development; experience with the recruitment processes and contract management.
