Delivery Managers serve as the Chief Scrum Master across all delivery teams within a product. They are responsible for the overall solution delivery and support of large-scale programs with complex integrations. Delivery Managers are responsible for managing the communication across program stakeholders, defining mitigation strategies to remediate risks & issues, and assisting teams to ensure that the value being delivered aligns to the product vision defined by product managers.
We are seeking a dynamic, results-oriented Delivery/Program Manager to lead enterprise architecture and technology initiatives that bridge business and IT strategy. This role oversees solution execution, vendor management, strategic budgeting, and governance enforcement across large-scale programs. Acting as the Chief Scrum Master, the Delivery Manager ensures alignment between technical delivery and business objectives, driving operational efficiency within agile frameworks.
The successful candidate will lead organizational change efforts, facilitate Lunch & Learn sessions, and establish governance structures that uphold architectural standards. ROLE
- Helps with the allocation of resources and provides teams with the necessary support to remediate impediments and reported issues.
- Leads program increment retrospectives to identify improvement opportunities that can be implemented to improve productivity.
- Monitors delivery team metrics to evaluate progress against delivery milestones (e.g., release burnups).
- Creates and maintains project plans and schedules, and ensures the project requirements are defined and meet the project’s objectives.
- Directs large scale, technical projects, and collaborates with employees, leadership, clients, and other internal and external stakeholders.
- Develops, executes, and composes clear and effective communications, training, and post-delivery support plans.
- Defines, tracks, and communicates project milestones and executes formal project change requests.
- Mentors team members in project management artifacts, processes, tools, and techniques.
- Ensures all project artifacts and deliverables are documented, approved, and stored for reusability, support, and audit purposes in designated project tools.
- Creates and manages resource plans by providing strategic and tactical resource forecasting, providing predictive analysis of resource demands, and requests appropriate resources for project needs.
- Develops and establishes project budgets, manages changes and financial forecasts, and tracks actual costs and variance to the approved budget.
- Tracks, manages, mitigates, and documents risks and issues.
- Identifies and tracks project and non-project support issues, ensures follow-through, evaluates, and identifies areas for improvement on the project and program lifecycle, and develops analysis and reporting to target and monitor improvement trends.
- Manages clear and specific contractual terms for required project work with vendors.
- Ensures projects have the appropriate governance and management controls and practices (i.e. project, risk, quality, staffing, change, communication, financial, scope, schedule, cost, procurement, stakeholder, support, etc).
- Finalizes projects by ensuring all necessary close-down and transition steps are taken and documented.
- Works with Management and other Project Managers to identify critical paths, coordinate deliverables and interdependencies, develop processes to maintain dependency tracking, and ensure project dependencies are identified and managed.
- Leads stakeholder/team meetings and demonstrates confidence, control, and public speaking proficiency.
- Maintains effective partnerships with Teams, Vendors, Managers, Leaders, and Stakeholders.
- Analyzes key data points to determine a project’s disposition and health, and establish governance.
- Manages and monitors practices, processes, and procedures consistent with Costco's information security policy and IT standards.
- Identifies opportunities for streamlining and increasing effectiveness through continuous process improvement.
- Communicates with honesty and kindness, creating the space for others to do the same.
- Sets clear expectations for self and others and takes appropriate actions to ensure obligations are met.
- Applies standard techniques and tools to carry out analysis and performance monitoring activities for specified products.
- Revises standards in response to change.
- Understands Resource Management and the value of the resource management and may practice one or more behaviors associated with the skill.
- Supports problem resolution, resolves issues and acts on feedback and usage of in-life products.
- Investigates, manages and applies authorized requests for changes to base-lined requirements, in line with change management policy.

REQUIRED
- For level 4 - PMP Project Management Professional is required
- 5+ years’ Program and Project management experience on large scale projects.
- 3+ years’ experience delivering global solutions
- Expert in Agile processes, Scrum, SAFe, Kanban, providing guidance and best practices for the team.
- Experience as a Delivery Manager (RTE) and/or Program/Project Manager.
- Experience designing and implementing Agile or DevOps processes
- Proven track record for successful delivery of projects and working cross-functionally with global business and IT.
- Ability to create and manage detailed project plans, schedules, and report critical paths.
- Possesses strong communication skills, both oral and written, including presentation skills.
- Possesses excellent interpersonal and diplomatic skills as well as be extremely responsive, with a strong sense of urgency.
- Demonstrates strong leadership and team-building skills.
- Possesses excellent and effective delegation skills and strong follow-up skills as well as be able to define and execute program communication plans.
- Experience designing and implementing project management methodologies.
- Highly ethical and able to deal with confidential issues with tact, discretion & confidentiality.
- Occasional evening, weekend, and holiday support required.

Level 1 - $85,000 - $115,000
Level 2 - $105,000 - $135,000
Level 3 - $125,000 - $155,000
Level 4 - $145,000 - $200,000
