The Opportunity

WSDOT is seeking a skilled Transportation Technician in Union Gap, WA. This is an in-training opportunity that offers a career path, hands-on learning, and mentorship and allows you to progress upward through the Transportation Technician series and achieve the goal class of a Transportation Technician 3. This position is required to perform skilled engineering tasks in support of the WSDOT design project engineering office based in Union Gap. The office functions primarily in a remote capacity, with occasional in-office and fieldwork required. This position will receive instructions about the work to be done including scheduling and priorities, but it works with relative independence in selecting methods and resolving routine problems. This position is expected to exercise initiative and judgment independently carrying out assignments according to established policies, procedures, and standards.

What to Expect

Among the varied range of responsibilities held within this role, the Transportation Technician will:

  • Perform a variety of skilled project development support tasks such as receiving basic data or worksheets prepared by the designer, and then drafts and/or revises plans, details, base maps, vicinity maps, contour maps, profiles, design documentation, etc.
  • Compute and plot cross sections, alignment, roadway sections, etc.
  • Check and revise plan sheets for accuracy of computations and conformance to drafting standards.
  • Calculate and check quantities for contract bid items such as surfacing, paving, drainage, etc.
  • Uses CAE/CADD Software to create alignments, develop cross sections, determine right of way, estimate costs, determine cut/fill earthwork quantities, elevations, grades, coordinates, and curves.
  • Design items using routine design manual applications, research and write all or some portions of design reports and contract specifications.
  • Prepare material and exhibits for hearings, public meetings.

Qualifications

An ideal candidate for the Transportation Technician 1 position will have:

  • High School Diploma or GED equivalent.

An ideal candidate for the Transportation Technician 2 position will have:

  • Associates degree in Civil Engineering Technology, surveying, drafting or other closely related fields.

OR

  • Graduation from high school or GED equivalent AND two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent.

OR

  • Three (3) years of experience as a Highway Maintenance Worker, one of which must be as a Highway Maintenance Worker 2.

An ideal candidate for the Transportation Technician 3 position will have:

  • Graduation from high school or GED equivalent AND Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.

OR

  • A Bachelor's degree in Engineering or a closely related field OR Certification as an Engineer-In-Training

In addition, the following are required at all levels:

  • Ability to transport 40 lbs. regularly throughout the workday.
  • Valid Driver’s License
  • Ability to convey ideas and facts orally and in writing to team members, supervisors, and support groups using a language that the audience will effectively understand.
  • Ability to utilize the Plans Prep Manual, Standard Plans, Standard Specifications, Design Manual, EEDS, and other WSDOT manuals when developing plans and estimates.
  • Ability to use a computer and learn software used for the preparation of plans and estimates such as MS Word, Excel, Outlook, MicroStation, InRoads, and other software specific to WSDOT.

It is preferred that qualified candidates also have:

  • Experience in transportation design, construction, traffic, materials, or other WSDOT related types of work.
  • Experience with Bentley products MicroStation, InRoads and/or OpenRoads.
  • Experience with Microsoft Office software such as Outlook, Teams, Word, and Excel.

  • This position offers flexible/hybrid remote work options.
  • Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Technician 1, 2 or 3 level depending on experience. The salaries for these classifications are as follows:
  • Transportation Technician 1: $47,100 - $63,252 annually depending on qualifications
  • Transportation Technician 2: $55,836 - $75,1087 annually depending on qualifications
  • Transportation Technician 3: $64,776 - $87,048 annually depending on qualifications
  • In addition to the base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
