Job Title: Lead Program Manager - LNG

Job Description

We are seeking a Lead Program Manager to oversee the development and construction of a new Liquefied Natural Gas (LNG) facility in the Towns of Beloit and Rock, Rock County, Wisconsin. This facility will include two billion cubic feet of storage and systems for pretreating, liquefying, storing, and vaporizing LNG. The successful candidate will be responsible for managing the project from development through construction and transition to operation, utilizing established project management methodologies and processes.

Responsibilities

  • Utilize project management methodologies based on PMI Standards to achieve scope, schedule, and cost objectives while effectively managing risks.
  • Support program and project governance reviews.
  • Determine specific business needs and deliverables, manage project costs, resources, performance measurements, timeline, and deliverables.
  • Perform cost/benefit analysis and ensure project feasibility.
  • Determine appropriate project resource and staffing skillsets, assess strategies to reduce project risk.
  • Manage project contracts in conjunction with sourcing personnel, prepare RFPs, evaluate responses, participate in negotiations, and handle finances.
  • Develop and execute communication and stakeholder management plans, including reporting of project status, risks, and progress to stakeholders.
  • Ensure training needs are met for project team members and users.
  • Ensure operational teams are properly trained, work orders are closed, finance charges are handled, team members are reassigned, and documentation is in order upon project completion.
  • Utilize organizational change management methodology within project management context.
  • Demonstrate effective interpersonal, verbal, and written communication skills.
  • Use computer software programs such as email, word processing, spreadsheet, and project management tools effectively.

Essential Skills

  • Prior experience leading LNG projects.
  • PMP Certification.
  • 15 years professional experience in program or project management, managing multiple large projects.
  • Experience overseeing construction of civil, mechanical, and electrical activities.
  • Strong mechanical skills in new construction installation of pipe/pipe systems.

Additional Skills & Qualifications

  • Bachelor's Degree with an emphasis in project management, engineering, or related area.
  • Experience as Owner's Representative providing construction management oversight for an electric utility.
  • Quality experience is a bonus.

Work Environment

This position is hybrid, requiring presence in the Madison office three times a week. The project team consists of a contract administrator, cost control agent, scheduler, several engineers, an onsite construction manager, and a QA person, with other legal and team members participating as needed. The project scope involves constructing a new LNG facility including two billion cubic feet of storage and associated systems in Rock County, Wisconsin. Relocation expenses are provided, and the contract may be extended with potential opportunities to work on other projects.

Pay and Benefits

The pay range for this position is $80.00 - $90.00/hr.
