Job Title: Project Manager / Program Manager

Location: hybrid-Newark, NJ

Job Summary:

We are seeking an experienced Project Manager / Program Manager to lead the implementation and execution of government or commercial contracts. This role is responsible for planning, coordinating, and managing all activities required to acquire and deliver complex projects or programs, ensuring alignment with client requirements, organizational goals, and contractual obligations.

Key Responsibilities:

  • Lead the planning, execution, and delivery of moderate to high-risk programs or serve as Deputy Program Manager on large-scale efforts.
  • Integrate cross-functional teams to define technical baselines and meet quality, cost, and schedule objectives.
  • Serve as the primary interface with customers, ensuring expectations are met and relationships are maintained.
  • Manage project scope, schedule, budget, and risk, ensuring compliance with contract terms and organizational standards.
  • Oversee and mentor project managers and team members, fostering a high-performance culture.
  • Interface with internal and external stakeholders, including subcontractors, support personnel, and senior leadership.
  • Provide financial oversight, including Profit & Loss (P&L) responsibility, and ensure accurate forecasting and reporting.
  • Evaluate and improve project management processes, tools, and team performance.

Scope of Work:

  • Manage professional services and Level of Effort (LOE) projects, typically under Firm Fixed-Price (FFP) or Cost-Plus Award Fee/Incentive Fee (CPAF/CPIF) contracts.
  • Lead large-scale, high-risk programs or multiple related projects with shared objectives.
  • Ensure delivery of hard deliverables or solutions aligned with Service Level Agreements (SLAs).

Required Qualifications:

  • Education: Bachelor’s degree required; advanced degree in a relevant field preferred. Technical or business-related disciplines accepted based on project type.
  • Experience:
  • Minimum of 8 years of successful project/program management experience.
  • At least 15 years of progressive experience in project roles.
  • Minimum of 5 years managing Fixed-Price contracts.

Certifications: PMP® or equivalent (e.g., DAWIA Level III) highly recommended.

Skills and Competencies:

  • Project Management: Expert in managing complex programs with technical, cost, and schedule accountability.
  • Leadership: Proven ability to lead diverse teams, mentor staff, and manage across organizational boundaries.
  • Communication: Excellent verbal and written communication skills; adept at interfacing with all levels of stakeholders.
  • Customer Engagement: Skilled in managing customer relationships and aligning project execution with client expectations.
  • Strategic Thinking: Deep understanding of industry trends and strategic issues impacting project delivery.
  • Financial Acumen: Strong financial management skills, including budgeting, forecasting, and P&L oversight.

Pay Range:

$70 - $77 per hour
