The Maine Emergency Management Agency is seeking a dynamic, engaging Emergency Response Training Coordinator to lead critical training efforts in emergency notification systems, public alerting protocols, and crisis communication strategies. In this role, you’ll empower agencies, first responders, stakeholders, and the public to communicate clearly, quickly, and effectively when every second counts.

Primary responsibilities include:

  • Monitor alerting systems for functionality, resolve technical issues, and coordinate system maintenance with users.
  • Participate in working groups and assist with the integration and standardization of response procedures across partner agencies
  • Lead public/private education and training campaigns to increase awareness of alerting platforms; organize workshops, seminars, and outreach events
  • Coordinate with FEMA on the management, testing, and training of the Integrated Public Alert and Warning System (IPAWS).
  • Evaluate, exercise, and update emergency response plans to align with municipal, county, and state procedures.
  • Coordinate alert communications with the Maine Emergency Management Agency (MEMA) External Affairs Office and executive leadership.
  • Consult with internal and external partners on system upgrades and long-term planning needs.
  • Conduct training for staff on IPAWS operations, policies, and technical functions

Skills or knowledge required:

  • Knowledge of applicable laws, rules, regulations, policies, and procedures.
  • Knowledge of the general practices, principles, and objectives of state, city, and regional planning.
  • Knowledge of modern alerting platforms, operations, and working
  • Knowledge of standard alerting protocols.
  • Knowledge of information technology systems.
  • Knowledge of emergency management organization at all levels.
  • Knowledge of Federal Communications Commission (FCC) and Federal Emergency Management Agency (FEMA) rules and regulations governing alert and warning systems.
  • Ability to develop training programs, operating procedures, and system documentation and related materials.
  • Ability to train and direct the work of others.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to use applicable computer programs.

Minimum qualifications:

A Bachelors Degree in Human Resource Development, a Social Science, Business/Public Administration, or Environmental Science, Chemistry, Toxicology, related science or field suitable for assigned focus area AND four (4) years staff development experience to include assessing training needs, developing training curricula, developing and implementing training programs. Equivalent experience may be substituted for education on a year-for-year basis.

LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS: (These must be met by all employees prior to attaining permanent status in this class).

Some positions may require teaching certification or Master Exercise Practitioner certification (awarded through the FEMA/DHS Emergency Management Institute).

Preference will be given to those applicants:

  • A four (4) year combination of education, training, and experience that demonstrates a knowledge of emergency management and the systems used to deliver public notifications. · Familiarity with public alerting systems.
  • Strong presentation, facilitation, and interpersonal skills.
  • The ability to lead training, both in person and virtually.
  • FEMA certifications ICS/NIMS Trainings IS-100, 200, 700, 800.
  • FEMA certifications in Public Alerting IS-247 and 251.
  • Prior instructional/training experience.
