Job Description

As part of AECOM’s Global Enterprise Applications team, this role will be responsible for the smooth running of our time and labor and payroll function and systems, reports and interfaces and will lead a team of internal analysts and outsourced partner resources dedicated to enhancing, supporting, and maintaining line of business applications. This role will report into the IT Director HR and Payroll Systems within the IT Enterprise Applications Team.

This position will offer flexibility for hybrid work schedules to include both in-office presence and telecommute/virtual work, to be based in either Dallas or Houston, TX.

The role will be responsible for all aspects of time and labor and payroll systems software delivery life cycle including planning, design, implementation, and support.

The Oracle Time & Labor (OTL) and Payroll Application Support Senior Manager will also be responsible for identifying, scoping, and implementing quality end-to-end solutions, projects, and enhancements to meet AECOM’s technology needs in support of the company’s strategic goals as pertaining to time and labor and payroll systems and interfaces. Responsibilities will include:

  • Support and develop a team of direct reports, carrying out all line management duties for these colleagues
  • Manage the IT support ticketing system including incidents, requests for service, and enhancements, manage the team of outsourced delivery partners and internal teams to respond and resolve
  • Manage the change management / change control process for your team
  • Assess overall system behavior and identify positive/negative trends and repeating issues, evaluate and implement solutions
  • Ensure applications configuration/ development and support is aligned with AECOM IT processes, standards, and strategy
  • Adhere to security requirements and processes to maintain highest level of protection for source code, interfaces, passwords, databases, etc.
  • Develop and regularly perform system change audits and validation and follow up with appropriate teams for correction
  • Fulfil ad-hoc application reporting requests or requests for information related to access, or issue resolution
  • Lead regular stakeholder updates including incident/ request/enhancements calls
  • Manage and develop partnerships and relationships with key internal customers and with the wider IT organization
  • Ensure customer service excellence in collaborating and partnering with diverse business stakeholders across our global organization to analyze and solve complex business problems and documenting business requirements
  • Develop a detailed understanding of the business, and all processes that affect our internal customers and stakeholders
  • Stay abreast of relevant technology developments and evolving timekeeping requirements in U.S. and globally and evaluating how existing and emerging technology can solve for those requirements
  • Look outward for ways to enhance our solutions offering to optimize user experience, partner with our business in evaluating and solving existing and emerging timekeeping needs
  • Participate in key system implementation projects from concept through delivery
  • Collaborate on technical solutions to meet business needs including forecasting of resources and budgets
  • Oversee and lead internal and vendor technical resources to ensure our requirements are met to support existing systems and to deliver new enhancements and projects
  • Provide technical leadership and subject matter expertise on enhancements and projects
  • Develop and maintain a clear 12-month rolling systems roadmap for enhancements and operational initiatives in line with business objectives for Time and Labor and Payroll systems
  • In collaboration with IT Director HR and Payroll Systems and our business partners maintain 1–5-year technology roadmap pertaining for Time and Labor and Payroll systems
  • Help shape and define overall IT systems strategy, architecture, and processes

Qualifications

Minimum Requirements:

  • BA/BS degree plus a minimum of 10 years of relevant systems support experience or demonstrated equivalency of experience and/or education including at least 2 years of leadership experience
  • Experience supporting Oracle Time and Labor is required
  • Experience implementing, supporting, and maintaining time and labor and payroll solutions, reports and interfaces preferably in a large, global organisation
  • Extensive hands-on experience in either a technical role, support role, or functional/ configuration analyst role with time and labor and payroll solutions (for example configuring workflows and security set ups, creation of new Time Entry Rules, time calculation preferences and rules, functions, elements and mappings, fast formulas, earning policies etc.)
  • Demonstrable knowledge of the capabilities and features of time and labor and payroll solutions and implementing those
  • Strong project management and business analysis skills and experience including working with the business during design, testing and roll-out
  • Experience of working as a functional lead across large technically complex projects or directly managing small to medium projects
  • Experience designing and documenting business process workflows, business requirements documents, functional design documents and test cases
  • Knowledge of the principles, practices, and techniques used in IT design and development and experience with various software development life cycle mythologies
  • Customer facing experience, strong ability to facilitate meetings with stakeholders with competing interests, driving agreements and decisions, and determining when and how to escalate appropriately

Preferred Qualifications

  • Experience in a similarly large, complex, global organization
  • Proven ability to think strategically about technology and recommend solutions that align with business priorities
  • Strong data analysis skills to enable data driven decisions
  • Basic database and SQL skills including ability to run own queries
  • Excellent communication skills are essential with the ability to challenge senior colleagues and influence and negotiate when necessary
  • Ability to demonstrate leadership skills and inspire, motivate and encourage teamwork
  • Experience in overseeing functional and development delivery for 3rd party teams is strongly preferred
  • Experience in Workday HCM and/ or ADP Global View
  • Technical experience with system architecture, integration tools (i.e. Informatica), SQL, BI tools

Offered compensation will be based on location and individual qualifications. The expected range is $150,000.00 - $190,000.00
