The position supports the Temporary Assistance for Needy Families, Non-Custodial Parent and Supplemental Nutrition Assistance Employment and Training Programs. These programs assist individuals enter the workforce with a goal of self-sufficiency and self-reliance as quickly and effectively as possible. WHAT YOU WILL DO:

The Program Specialist III performs complex (journey-level) consultative services and technical assistance work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

• Provides technical training, policy and program research, and assessments related Temporary Assistance for Needy Families, Non-Custodial Parent and Supplemental Nutrition Assistance Employment and Training Programs.
• Supports the planning, development, implementation, analysis, and documentation of agency programs.
• Collaborates with program staff in determining trends and resolving technical issues.
• Represents Workforce Development programs at committees, workgroups, meetings, and conferences.
• Conducts and reviews surveys to determine compliance with requirements, regulations, policies, and procedures.
• Monitors, reviews, and evaluates compliance with program policies and procedures, statutes, and rules for assigned programs.
• Prepares comprehensive reviews of literature, statutes, rules, and/or policies.
• Prepares reports and research projects.
• Studies program operations and problems; prepares reports of findings and recommendations.
• Prepares, plans, and conducts technical assistance visits and completes local visit reports.
• Reviews and evaluates information on service delivery system methods, outputs, and activities and recommend improvements.
• Assists in the collection, organization, analysis, and preparation of materials in response to requests for information.
• Develops and implements technical assistance plans, policies, procedures, standards, and guidelines for TANF Choices, SNAP E and T, NCP and other workforce programs, special initiatives, and projects, to enhance services and promote an integrated service delivery system.
• Assists in preparing justifications for the implementation of procedural or policy changes.
• May analyze legislation and assists with the development of recommendations for policy and programmatic issues.
• May recommend activities to produce effective programs.
• May provide guidance to others.
• Perform other duties as assigned.

YOU QUALIFY WITH:

• One year and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency
• Relevant academic credits may be applied toward experience qualifications for this position.
• Six months of full-time in-service TWC experience classified as a Program Specialist II or Program Supervisor II with regular status will satisfy the minimum qualifications

YOU ARE A GREAT FIT WITH:

• Experience with Federal employment and training; experience with Temporary Assistance for Needy Families, and Supplemental Nutrition Assistance Program is a plus.
• Experience with staff training and development.
• Skilled in identifying measures or indicators of program performance.
• Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.
• Experience analyzing and presenting information to executives and/or large groups.
• Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, and Outlook).
