Purpose:

The MLTI Project Manager provides coordination and management oversight of the logistical operation of the Maine Learning Through Technology Initiative, including planning, coordinating and administering the Maine Learning Through Technology Initiative, developing state policies and procedures for implementation of the program including coordinating program review and evaluation. Duties include review and evaluation of the program for the purpose of monitoring program effectiveness, evaluating implementation against statute, providing technical assistance to SAUs, and monitoring of fiscal implementation. Work is performed under limited supervision and reports to the Coordinator of Learning Through Technology

Knowledge, Skills and Abilities:

  • Knowledge of Department of Education programs, operations and services
  • Knowledge of laws and rules applicable to the provision of Education
  • Knowledge of budget processes and funding methodologies
  • Knowledge of basic accounting and financial regulations concerning cash management
  • Knowledge of the legislative process and policy development
  • Knowledge of modern administrative and management theory, principles and practices
  • Knowledge of local school system educational operations and policy
  • Knowledge of database management and data inquiry
  • Knowledge of data analysis tools
  • Ability to organize, coordinate, and manage diverse groups of people into effective committees and task forces
  • Ability to monitor and assess efficiency and effectiveness of MLTI program implementation
  • Ability to analyze and interpret laws, rules, regulations and policies
  • Ability to identify and resolve problems in agency programs, operations and services
  • Ability to formulate program and administrative goals, objectives and plans
  • Ability to communicate effectively orally and in writing
  • Ability to prepare and complete comprehensive reports and documentation
  • Ability to prepare and deliver presentations, training and department position
  • Ability to problem-solve and analyze situations to reach decisions
  • Ability to identify and effectively deploy resources to support program efforts
  • Ability to establish and maintain effective working relationships with school officials and staff, staff at Department of Education and other state agencies, and with stakeholder groups
  • Ability to manipulate excel documents and formula
  • Ability to examine data to identify trends to drive program development

MINIMUM QUALIFICATIONS

  • A four year combination of education or experience in educationon, business administration, or technology, and experience managing projects.
