Position Overview: Project Manager of Open Education Resources, Resource Strategy, and Fiscal Coordination manages multiple projects simultaneously, maintaining adherence to timelines, budgets, and project scopes. This role also develops and manages division grants, contracts, and budget on behalf of the division to track project deliverables and budgets related to the programmatic needs of the Open Education Resource team.
Additionally, this role oversees the development of the division’s contracts and solicitation strategy and processes, including the negotiation timelines ensuring the division hits target contract execution dates and is in compliance with TEA policies related to procurement and fiscal management aligning with the strategic goals of the Office of School Programs. The project manager will manage vendor relationships, negotiating contracts, and ensuring compliance with TEA policies related to procurement and fiscal management aligning with the strategic goals of the Office of School Programs.
The Project Manager of Open Education Resources, Resource Strategy, and Fiscal Coordination provides technical advice and assistance on budgetary, and contract matters, prepares financial reports, coordinates various projects, engages with diverse stakeholders, and provides training to meet the needs of the OER division. This role requires strong analytical and communication skills, and proficiency in managing project timelines, resources, and deliverables.
This role works under limited supervision, with considerable latitude for the use of initiative and independent judgement. This role reports to the Senior Director of Product Strategy and Operations within Open Education Resources and, while it does not include supervisory responsibilities, it involves extensive collaboration with colleagues both within and outside the OER division.

Essential Functions

1. Grants, Contract and Solicitation Management: The project manager collaborates with the Grants and Contracts and Purchasing Division (CPD) to design comprehensive contract and solicitation strategies that support the acquisition of goods and services to enhance the educational, research, and operational objectives of the OER division. The manager supports with the drafting of the Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and identification of potential vendors, ensuring that solicitation documents meet legal and regulatory requirements as well as project/program needs and objectives.
2. Technical Advice and Assistance: The project manager collaborates with program staff to determine program trends and resolve technical problems. Specifically, the manager provides specialized advice on contract matters, offering solutions to optimize resource allocation and cost-efficiency. This role assists in the development of budget plans and forecasts, and supports colleagues in interpreting contract terms and financial cost implications. This role involves staying updated on policy changes and best practices contained within the Comptroller’s State of Texas Procurement and Contract Management Guide (TPCMG).
3. Project Coordination and Stakeholder Engagement: The project manager coordinates multiple projects simultaneously, ensuring that each project adheres to its timeline, budget, and scope. This role provides oversight into the short-term and long-term goals of the OER division related to procurement and fiscal management. Additionally, the manager designs and delivers training programs and/or facilitates meetings to enhance the procurement and budgetary skills of staff and stakeholders, fostering a culture of continuous improvement.
4. Fiscal Management and Reporting: The project manager ensures all procurement activities adhere to TEA policies and state regulations. They monitor budget allocations, track expenditures, and prepare detailed financial reports for the OER division to maintain transparency and accountability. This includes conducting audits and reviews to ensure fiscal integrity and compliance with financial guidelines. The manager conducts thorough analyses to support decision-making. This includes tracking budget performance, identifying variances, and providing insights to identify and mitigate potential risks.
5. System Supports and Operations: The project manager works closely with project managers both within the OER division and across other divisions within the Texas Education Agency (TEA). This collaboration is essential to ensure that initiatives and system operations are aligned with the strategic goals of the TEA. Acts as liaison with agencies and internal program staff to explain and provide technical assistance or training on statutory agency and program educational requirements.
