HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.

The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).

Your Impact:

The Emergency Operations and Enhanced Enforcement Division (EOD) is responsible for emergency repairs in privately-owned residential buildings and for monitoring vendor repair work in City-owned buildings. The primary goal of the division is to secure voluntary corrective action by the landlord to eliminate the need for direct City involvement.

Your Role:

Your role will be the Deputy Director/Community Coordinator in the Environmental Hazardous Unit (EHU).

Your Responsibilities:

The selected candidate’s duties will also include, but will not be limited to the following:

  • Oversight of the administrative functions of EHU, including Scheduling; Routing; Vendor Tracking & Office Management.

Under direction of Unit Director, duties include and not limited as delineated below.

  • Manage the process of scheduling appointments for field route scoping / Inspections, pertaining to Violations and OMO work commencement on a timely basis as per required Protocol.
  • Oversee and Coordinate with office manager, Vehicle coordinator and related administrative functions.
  • Coordinate with vendor Tracking team and communicate with contractors regarding applicable rules and ensure procedures regarding work commencement notice are being followed.
  • Oversee, supervise staffs processing Lab analysis OMOs pertaining to dust wipe results as per established procedures.
  • Oversee compilation of daily routes and facilitate adequate field supervision of lead and safe work practice jobs.
  • Supervise XRF room coordinator for daily accounting of XRF Instruments and related tasks
  • Liaise between EHU and other agency units on various matters including sensitive personnel matters and facilities, to ensure proper handling and resolution.
  • Monitor and facilitate staff compliance requirements with necessary certification requirements established by the EPA, DOL, and other agencies. And maintain such records.
  • Evaluate existing programs and processes and provide feedback analysis on effectiveness. Propose improvements as necessary and oversee the development of additional standard operating procedures to achieve maximum unit efficiency.
  • Analyze the measures in place to track the status of ongoing projects and initiatives; create spreadsheets. Make recommendations for new or additional measures and institute supplementary means, as needed.
  • Spearhead the design of training materials including procedural manuals, flowcharts, etc. for use by staff during on-boarding and to reinforce best practices.
  • Liaise with the Borough Offices from the Division of Code Enforcement on lead-based paint violations and resolve issues as necessary to ensure all laws and agency regulations/procedures are adhered to.
  • Liaise and work in conjunction with EHU -Deputy Director (technical); Tech Supv & Field Tech Inspectors for seamless daily function of Unit expeditiously

Preferred Skills:

  • Familiarity with HPD INFO.

Experience with the development of standard operating procedures.

  • Knowledge of NYC construction permitting requirements.
  • Familiarity with Microsoft Office, Excel Pivot tables

Excellent communication, organization, and data analysis skills.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
