Summary

King County Metro Transit is hiring a forward-thinking and detail-oriented Project Control Specialist (Project Control Engineer II) to join adynamic work group within the Capital Division. As a Project Control Specialist, you will play a crucial role in providing contract and project administration services within the Project Controls Office, ensuring the success of Metro's Capital Improvement Program (CIP).

This recruitment will fill a Term Limited Temporary/Special Duty Assignment (TLT/SDA) position. This position will support one of Metro’s largest capital projects, Rapid Ride I Line. It is anticipated that this assignment will last from three (3) years up to five (5) years to assist the project through contract closeout.

Additionally, this selection process may generate an eligibility pool for future SDA or TLT vacancies within this classification in the Capital division. The eligibility pool will be retained for 12 months from the date of selection and may be extended and used at the discretion of the hiring authority.

Job Duties

  • Review and analyze contractor construction schedules and monthly construction schedule updates.
  • Review and prepare change order documentation, initiate the approval process utilizing DocuSign, and document such changes in the Capital Management Reporting System.
  • Review and process contractor progress payments to ensure compliance with contract specifications, terms and established County and Division procedures.
  • Attend weekly construction meetings. Provide status of ongoing or potential changes, submittals, RFI’s, schedules and progress payments.
  • Process submittals and RFI’s in accordance with established County and Division processes.
  • Maintain construction contract SharePoint sites ensuring necessary information and metadata is updated consistent with County and Division procedures.
  • Prepare closeout documentation or checklists as required by contract, policies, or regulatory requirements consistent with County and Division procedures.
  • Provide input on existing or assist with the development of new standard works including standard emails, processes, and tools for the workgroup.
  • Develop, maintain, and closeout project schedules utilizing standardized templates consistent with established standard works, policies, and procedures.
  • Perform other contract and project administration duties and related tasks as assigned.

Experience, Qualifications, Knowledge, Skills

  • At least two years of experience performing contract administration, project administration, or project controls duties within an architecture/engineering/planning or construction setting.
  • Exceptional organizational skills and attention to detail, with the ability to complete tasks or assignments within specified deadlines.
  • Experience working for a contractor or working on a construction site.
  • Demonstrated ability to work effectively and respectfully within a diverse team, establishing and maintaining strong working relationships with individuals from various positions, cultures, and backgrounds.
  • Commitment to behaviors that reflect fairness, respect, inclusiveness, integrity, and ethical conduct.
  • Proficiency in Microsoft Office Suite, including Excel, Word, Outlook, Teams, and SharePoint.
  • Experience using a construction management software like Procure or similar such applications.
  • Valid Washington State driver's license (or ability to obtain one upon hire) or the ability to travel to off-site locations as needed.

Desired Qualifications:

  • Certificate(s)or certification(s) in public works procurement, contracts administration, project controls and/or program management.
  • Proficiency using Microsoft Project and Power Bl.
  • Experience working with State and Federal grants, including reporting and recordkeeping.
  • Experience working for an Architecture, Engineering, or Planning Consulting firm preparing designs, administering contracts, or preparing schedules.
  • Experience using Oracle EBS (iProcurement), or similar software.

Work Schedule:

Our regular business hours are 40 hours per week, Monday through Friday. However, work outside of these hours may occasionally be required. This position is classified as exempt under the Fair Labor Standards Act, and therefore, is not eligible for overtime pay. We may also consider flexible hours.

Work Location:

The main work site associated with these positions is King Street Center, 201 S. Jackson St, Seattle WA 98104.

Telecommuting Requirement:

This is a hybrid role, requiring a combination of remote and onsite work at various King County facilities. Employees are expected to work onsite at least one day per week, though this requirement may be subject to change. A County-issued laptop will be provided, and employees must maintain a dedicated workspace with reliable internet access to perform their duties efficiently and remain accessible during scheduled work hours.

Employees must reside in WA state and within a reasonable distance of their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a county worksite.
