Basic Function

We are seeking a talented and motivated Third-Party Risk Analyst to join our dynamic team. The Third-Party Risk Analyst will play a critical role in identifying and mitigating risk related to our engagement with third parties, including risks related to corruption, sanctions, supply chain integrity, and modern slavery on behalf of Phillip’s 66 operations. As a member of the Global Ethics and Compliance team, the Third-Party Risk Analyst will provide assurance to management that business is conducted in accordance with the requirements of external regulators and internal corporate policies. This position requires extensive dialogue with internal stakeholders, business representatives, business support teams, and external third parties to ensure ethical practices and compliance. The role involves analyzing data, conducting risk assessments and effective screening processes. The role also involves helping Phillips 66 appropriately calibrate risk associated with its third parties, effectively communicating risk findings to the business and escalating risks to leadership as appropriate. The ideal candidate is a self-starter, analytical, detail oriented, great communicator, and enjoys collaborating in a dynamic, fast-paced environment with a globally distributed team.

Primary Accountabilities/Responsibilities

• Initiate and facilitate due diligence and sanctions reviews for third party relationships to ensure any relevant risks to Phillips 66 are identified and mitigated, including Anti-Corruption/Anti-Money Laundering, Supply Chain, and Modern Slavery.
• Work as a part of an international team to ensure consistent execution of a Global Compliance plan, which considers regional differences where appropriate.
• Review and interpret third party documentation to determine nature of business and ownership structure.
• Work with external third parties and internal business representatives as necessary to obtain due diligence documentation.
• Assist with on-going monitoring duties, including analyzing and investigating potential sanctions screening matches and clearing alerts from screening tools.
• Scrutinize supply chain partners to ensure compliance with labor laws, environmental regulations, and ethical standards.
• Articulate due diligence requirements and the onboarding process to stakeholders at all levels of the organization and escalate red flags that require further investigation in a timely manner.
• Provide ad hoc advice and guidance to other business areas i.e., Commercial, Marine, Lubricants, Specialties, Marketing, and Procurement.
• Ensure consistency with Company compliance policies, procedures, and standards.
• Review and revise existing Compliance policies and procedures to ensure that they meet both external regulatory requirements and internal corporate standards.
• Assist with special projects including but not limited to risk assessments, investigations, and presentations.

Required Qualifications

• Bachelor’s degree in a relevant discipline
• Hold the legal right to live and work in the United Kingdom without restrictions or the role you are applying for meets the criteria for employer sponsorship
• 3-5 years of experience working in and ethics and compliance role
• Exceptional analytical skills, with high attention to detail and ability to analyze complex data and identify patterns.
• Understanding of anti-corruption laws, supply chain regulations, and modern slavery legislation.
• Engaged self-starter who can work independently demonstrating personal drive and taking own initiative yet can collaborate and work effectively in a global team.
• A learning orientation and an ability to face new challenges, seek solutions and ask the right questions.
• Ability to effectively prioritize and meet deadlines, often under pressure.
• Proficient with MS Office tools: Excel, Word, and SharePoint
• Open to different points of view; seeks to understand others; seeks out and encourages multiple perspectives.
• Excellent oral and written communication skills

Preferred Qualifications

• Experience conducting anti-bribery due diligence and/or compliance/accounting/auditing background.
• Knowledge of relevant laws and regulations including the FCPA, UKBA and OFAC, supply chain regulations, and modern slavery legislation.
• Knowledge of the UK requirements for Anti-Money Laundering and Financial Crime Prevention, including POCA, JMLSG guidelines and Money Laundering Regulations and FCA Handbook
• Knowledge of multiple legal entity structure types and associated documentary requirements.
• Experience synthesizing and analyzing large data sets and/or experience with Power BI
• Understanding of corporate structures and complex entity structures including identification of ownership
• Society of Corporate Compliance and Ethics member or Certified Fraud Examiner
• Understanding of the risks of operating in high-risk jurisdiction and with Politically Exposed Persons
• Experience with SAP

Phillips 66 has significant marketing operations in Europe. In the UK the business is primarily wholesale, selling fuels to distributors (some of whom are branded JET) and resellers. The fuels are either collected by customers or delivered through a contracted road tanker fleet operating out of a number of UK distribution points. In addition, Phillips 66 Limited supplies a network of approximately 330 independently owned petrol forecourts, all of which are branded JET.

Other markets served are aviation, marine and LPG. JET supplies some of the UK's growing secondary airports using owned and shared refuelling tankers and storage, and delivers to airlines through contracted refuelling operations. Marine markets are served using contracted vehicles, as is the LPG business.
