Position Overview

The Division of Mental Health is seeking to hire a Stationary Engineer Chief for the Chicago-Read Mental Health Center located in Chicago, Illinois to serve as the Chief Engineer to oversee building repair and maintenance and other craftsman for facility including outside contractors, engineers, carpenters, electricians, plumbers, painters, HVAC contractors, landscaping personnel, surrounding grounds, parking lots, etc. Serves as designated lead worker. Performs responsible administrative work in planning, organizing, evaluating, managing, and directing all phases of physical operation and maintenance for the Chicago-Read Mental Health Center. Prepares request for expenditures forms for equipment and repair/installation needs for CRMHC. Serves as compliance coordinator for engineering issues as they pertain to Health and Safety Committee, Joint Commission, Illinois Department of Public Health, Illinois Department of Public Aide Certification, Occupational Safety and Health Administration (OSHA), State Fire Marshall, EPA and all other applicable.

Essential Functions

• Serves as the Chief Engineer for staff at Chicago-Read Mental Health Center (CRMHC).
• Performs responsible administrative work in planning, organizing, evaluating, managing, and directing all phases of physical operation and maintenance for the Chicago-Read Mental Health Center and as back-up at other facilities as needed.
• Prepares request for expenditures forms for equipment and repair/installation needs for CRMHC.
• Makes rounds of the boiler and mechanical rooms to read gauges in assigned facilities to observe the operation of all equipment, systems, generators, and other machinery.
• Serves as designated lead worker.
• Serves as compliance coordinator for engineering issues as they pertain to Health and Safety Committee, Joint Commission, Illinois Department of Public Health, Illinois Department of Public Aide Certification, Occupational Safety and Health Administration (OSHA), State Fire Marshall, EPA and all other applicable. Serves as a member of the Recycling Committee.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of high school.
• Requires seven (7) years of experience in the operation of a commercial or institutional power plant or as a skilled craftsman in the mechanical or building trades.
• Requires possession of a valid certificate as a Universal Technician under U.S.E.P.A. Section 608 Rules.
• The possession of a valid certificate as a Universal Technician under U.S.E.P.A Section 608 encompasses positions which perform refrigeration/air-conditioning work that has possibility of release of chlorofluorocarbons into the atmosphere.

Preferred Qualifications

• Five (5) years of specialized experience in the operation of high-pressure/low-pressure coal, gas or oil-fired boilers and their apparatuses.
• Five (5) years of specialized experience in water treatment and various chemicals used in boiler systems.
• Five (5) years of specialized experience diagnosing problems in mechanical, electrical, heating and air conditions/HVAC systems.
• Five (5) years of professional experience directing the work of employees and outside contractors engaged in the operation and maintenance of technical stationary engineering power plant building systems.
• Five (5) years of experience taking utility readings, logging records, ensuring maintenance schedules are followed, reviewing and actioning maintenance reports for technical stationary engineering power plant building systems.
• Five (5) years of experience diagnosing building and mechanical issues, recognizing potentially dangerous situations, and implementing appropriate emergency responses.
• Five (5) years of specialized experience in public health Occupational Safety and Health Administration (OSHA) regulations and building codes of technical stationary engineering power plant building systems.
• Five (5) years of experience following and expressing complex ideas clearly both orally and in written form in the field of technical stationary engineering power plant building systems.

Conditions of Employment

• Requires Stationary Engineer license certificate for the City of Chicago.
• Requires the ability perform the physical functions and tasks associated with engineering including but not limited to ladder climbing, squatting, kneeling, bending, and walking.
• Requires ability to lift, push and pull up to 50 lbs. independently and up to 100 lbs. with assistance.
• Requires the ability work shifts, including weekends and holidays.
• Requires ability to serve on-call basis and to utilize agency supplied materials/equipment (e.g., radio, desktop computer, laptop, cell phone, etc.) for emergencies.
• Requires a valid appropriate driver’s license.
• Requires the ability to travel in the performance of job duties.
• Requires ability to pass the IDHS background check.
• Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
