In your cover letter, please ensure to include responses to the following:

1. Detail your experience with reading utility meters, reading water meters, or installing water meters.

2. Describe you experience with the use of utility billing systems, mapping, and asset management systems.

3. Describe your skill level/knowledge of Microsoft Office applications (Word, Excel, and Access).

4. Describe your experience with the operation and maintenance of equipment such as handheld metering devices, shovels, and digging bars.

5. Do you possess a valid and unrestricted driver’s license? Do you have at least two (2) years of driving experience? Have you had a DUI in the past two (2) years?

This testing process will consist of two components: Part I is an on-line computer skills assessment and Part II is an in-person interview. Applicants who meet the minimum qualifications will be invited to participate in the on-line computer skills assessment.

Part I Computer Skills Assessment: the assessment will test an applicant’s ability to read numbers and maps, follow directions, and perform simple math calculations.

NOTE: Qualified applicants will receive the test link from onlinetesting@invitations.testgenius.com by 10:00pm (Arizona time) on July 24, 2025. However, the link will not be active until 12:00am (Arizona time) on July 25, 2025, and will expire at midnight (Arizona time) on July 28, 2025.

Applicants will have a 4-day window to complete Part I of the exam. Part I can take up to 1 hour and will expire at midnight on July 28, 2025 (Arizona time). Please be sure to allow ample time to complete the exam within the allotted time frame and prior to the exam expiration time. Applicants who do not complete the test on time will not be considered. Additionally, applicants found to be dishonest during the testing process will be disqualified.

The test is fully compatible with the latest version of Chrome, Edge, and Firefox. Part II Interview: Applicants who successfully pass the computer skills assessment will proceed to an in-person interview August 1, 2025, through August 6, 2025, as needed.

ABOUT THIS JOB

Position Specific Summary:

The Utility Service Technician I position at the City of Tucson’s Water Department performs field operations including but not limited to reading and documenting all size meters. Installs and maintains residential and commercial water meters up to 1 inch in size and serves as a point of contact to onsite and internal customers addressing water service issues, escalating issues as needed.

Work is performed under the supervision of the Water Services Supervisor. This position does not supervise.

Duties and Responsibilities:

  • Reports to various work sites to collect direct and automatic meter readings. Uses mapping systems to route daily work locations efficiently for work order completion. Locates and identifies meters at residential and commercial properties to read, activate, or deactivate service. Performs routine daily operator-level maintenance and meter replacements for existing meters. Documents meter reading problems and other meter issues. Removes debris and cuts vegetation to gain access to meters. Performs activation and deactivation of service. Applies meter locks/unlocks on delinquent accounts. Re-installs and resets damaged meter boxes. Installs endpoints to existing customer water meters for monthly meter read collection activities. Extracts water usage data from electronic reading devices to provide consumption data to customers.
  • Performs routine investigations for high bills, high consumption, non-registering meters, re-service meters, and investigations regarding meter operations and assessments. Submits investigation reports to the customer service team for billing updates or corrections. Investigates possible tampering at water meters by inspecting and documenting on-site findings, taking photos and noting other pertinent information for reports as needed. Investigates and addresses leaks at the meter to determine if the leak is on the city side or the customer side of the meter, providing any necessary evidence and submitting an investigation report.
  • Utilizes the utility billing and asset management systems to create, document and close work orders for the maintenance division as they relate to meter maintenance, replacement, and repair. Ensure that all data is entered accurately. Creates service requests in the asset management system when referring to work performed by the Maintenance division. Submits, maintains, and ensures the accuracy of data records. Enters meter reading trouble codes into the meter reading handheld device to accurately troubleshoot or request maintenance as needed.
  • Responds to and resolves internal and external customer inquiries in person or by phone. Assists with special projects and assignments as required by business needs. Represents the department at offsite events when needed.
  • Performs all other duties and tasks as assigned.

Working Conditions:

This position requires work in various climate and working conditions and includes Indoor and outdoor work with heavy exposure to extreme physical, ergonomic, or emotional hazards. Work schedule may include weekends, evenings, and on-call hours as well as travel to all Tucson Water sites, with some sites in remote locations.

MINIMUM QUALIFICATIONS

Minimum Qualifications: High School Diploma or GED and at least one (1) year of directly related experience

Valid and unrestricted driver’s license.

  • Any combination of relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications: The ideal candidates will possess the following:

One (1) year of directly related experience in reading utility meters, reading water meters, or installing water meters

Experience with the use of utility billing systems, mapping, and asset management systems

Intermediate knowledge of Microsoft Office applications (Word, Excel, and Access)

Experience with operation and maintenance of equipment such as handheld metering devices, shovels, and digging bars
