Job Description and Duties

Under the direction of the Information Technology Manager I, the incumbent performs as a skilled information technology (IT) specialist for complex technical architecture projects of moderate to high risk and acts as a technical advisor and consultant to other staff in solving system problems and achieving best use of available computer hardware and software resources. The incumbent is responsible for IT support services of computer systems critical to meeting business requirements of the California State Legislature and legislative support organizations. Core business hours are 8:00 am to 5:00 pm, Monday through Friday, and the incumbent is expected to be available during core hours. However, schedule may be adjusted and is contingent upon business needs. Availability after core business hours on weekdays, weekends, and holidays is mandatory and essential during peak times of the year. Peak times generally fall within the legislative session which is January through September. Therefore, the incumbent may be scheduled to work up to 7 days a week and after core business hours that may not always be scheduled in advance. The incumbent functions as a support technician, troubleshooting and resolving service requests that are escalated to the Infrastructure Services Division.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Minimum of 6 months of experience in Oracle database administration on UNIX-based platforms (Solaris/Linux) within organizations focused on data services, application development, or systems support.
  • Hands-on experience with Oracle RAC, Oracle Enterprise Manager (OEM), and Data Guard.
  • Proven expertise in database operations, maintenance, and troubleshooting, with the ability to collaborate across teams to resolve complex technical issues.
  • Strong understanding of project management methodologies, tools, and best practices.
  • Ability to independently initiate and actively contribute to project teams.
  • Proficient in writing clear, technically accurate documentation and specifications.
  • Knowledge of Legislative Data Center’s business operations and practices.
  • Experience in UNIX/Linux system administration, including Exceed, shell scripting, and web application support.
  • Skilled in cross-platform support with a collaborative approach aimed at continuous improvement.
  • Demonstrated ability to plan tasks, prioritize assignments, and monitor progress effectively.
  • Capable of managing interruptions and shifting priorities while maintaining productivity.
  • Self-motivated problem solver with a creative approach aligned with team and organizational goals.
  • Working knowledge of web standards and technologies, including HTML and JavaScript.
  • Understanding of the Office of Legislative Counsel’s mission, vision, and values.
  • Strong attention to detail with a commitment to data accuracy, integrity, and availability.
  • Bachelor’s degree in Computer Science, Information Technology, or a related field.
