ManTech seeks a motivated, career-focused, and customer-oriented Program Manager to join an on-site team in either: Falls Church, VA, San Antonio, TX, Aurora, CO, or Tacoma, WA.

Responsibilities include but are not limited to:

  • Lead a high-visibility federal IT program responsible for the operations, maintenance, and modernization of multiple websites, intranet portals, and mobile applications used across the Military Health System (MHS) and its global user base.
  • Serve as the primary liaison with government stakeholders, ensuring alignment of technical execution with strategic objectives, contractual compliance, and successful day-to-day delivery.
  • Oversee and integrate the work of multiple functional teams within the 70+ person overall program staff, including operations, content management, user experience, and mobile development.
  • Apply practical knowledge in areas such as web application development, enterprise content and collaboration platforms, cloud modernization, and mobile software development – and make informed recommendations that drive mission success.
  • Leverage expertise in IT service management, predictive project planning, and agile delivery to manage competing priorities, meet program metrics, and ensure user satisfaction across evolving mission and technical requirements.

Minimum Qualifications:

  • 8+ years of relevant experience overall, include experience on both help/service desk and software teams responsible for full life-cycle development/operations.
  • 5+ years of progressive experience as a Program Manager, including managing teams with 35+ personnel supporting web applications with broad operational, stakeholder, and compliance requirements.
  • Bachelor’s degree (in Information Systems, Computer Science, Engineering, Business Administration, or other relevant discipline). Additional relevant military or professional experience (typically 4 years) may be substituted in lieu of a degree.
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI).
  • ITIL® 4 Foundation certification (or higher).
  • Certified Scrum Product Owner (CSPO) or Certified ScrumMaster (CSM) or equivalent from a recognized Agile certification body such as the Scrum Alliance, Scrum.org, or Scaled Agile (SAFe).
  • Demonstrated ability to lead maintenance-focused teams through simultaneous modernization efforts, including adoption of automation, analytics, and AI/ML-driven solutions to replace manual workflows and reduce operational overhead.
  • Experience leading IT programs within the Defense of Defense (DoD), Defense Health Agency (DHA), MHS, or other federal environments, including navigating acquisition, compliance, and cybersecurity frameworks.

Preferred Qualifications:

  • Strong working knowledge of federated SharePoint, public-facing communication or collaboration platforms, or enterprise web content governance in a regulated environment.
  • Familiarity with Section 508 accessibility standards, RMF/ATO processes, and DoD IL2/IL5 hosting environments.
  • Experience supporting or interfacing with enterprise intranet systems used by military or civilian healthcare staff.
  • Prior experience working with user bases exceeding 10,000, preferably in contexts involving operational healthcare, clinical training, or readiness systems.

Clearance Requirements:

  • Must be a U.S. Citizen with the ability to obtain and maintain a Public Trust clearance.

Physical Requirements:

  • Office work, typically sedentary with some movement around the office.
  • Ability to travel (car or air) and present at conferences or meetings.

The projected compensation range for this position is $122,400.00-$190,100.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
