Job Description

BAE Systems' Electronic Systems sector is currently seeking a Government Property & Fixed Asset Finance Manager. This role will be conducted in a Hybrid work format, with the selected candidate splitting their time between their local office and remotely. This role can be based out of one of three different BAE Systems locations: Cedar Rapids, IA, Fort Wayne, IN, or Endicott, NY. To be considered for this role, the selected individual must either currently reside in, or be willing to relocate to, one of these three metro areas.

Primary Duties and Responsibilities:

  • Leads the Fixed Assets & Government Property Management function, including problem resolution and acting as liaison with programs, procurement, contracts, corporate entities, and other functions.
  • Provides a productive team environment through coaching and motivating team members. Manage team of Government Property professionals and team of Fixed Asset Analysts.
  • Support internal and external audits to ensure compliance to all policies and regulations, ensuring the Government Property Business System adequacy.
  • Support internal audits related to Fixed Assets and IFRS16 leases.
  • Ensure Government Property Management is included cross functional teams where the outcomes may affect Government Property Management.
  • Maintain or ensure the maintenance of auditable records of government-owned property located at the facility and associated vendor/subcontractor facilities or other alternate sites.
  • Direct interface with Government agencies on Government Property Audits, transfers, closeouts, inventories and other inquires for all cognizant prime and subcontracts.
  • Performs or oversees self-assessment of compliance to published procedures and FAR/DFARS requirements. Coordinates all aspects of the analysis by interfacing with appropriate department personnel and the DCMA’s Property Administrator, if necessary, secure any corrective actions necessary.
  • Provide government property guidance on all new business proposals or contract awards as well as develop and train cross functionally on Government Property requirements and processes.
  • Maintain up-to-date knowledge of relevant discipline(s), industry practices, trends, and applications.
  • Responsible for resolving complex systems problems. Analyze current practices for deficiencies and determines potential corrective action.
  • Coordinate Property Administration Manual maintenance across the organization and applicable sites.
  • Support and drive IFRS16 lease compliance and updates throughout the year. Ensure properly trained team on Lease Accelerator software tool.
  • Manage and coordinate annual training refresher sessions across multiple site for both Fixed Assets and Government Property to ensure proper awareness and compliance.
  • Support system upgrades and tool enhancements for Fixed Assets and Government Property.
  • Manage and coordinate the Fixed Assets annual budgets, tracking, reporting and coordination with cross-functional teams to ensure spend is timely and on budget.

Required Education, Experience, & Skills

Typical Education and Experience

  • Typically a Bachelor's Degree and 8 years work experience or equivalent experience

Required Skills and Education

  • Demonstrated problem solving and in-depth analytical skills
  • Demonstrated ability to communicate and present data to other functions and leadership in an accurate, concise, and understandable manner
  • Ability to lead and motivate a team of Finance professionals and foster a culture of continuous improvement
  • Strong interpersonal skills
  • Ability to develop strong working relationships at all levels of the organization
  • Proficiency in Microsoft Office tools

Preferred Education, Experience, & Skills

Preferred capabilities and experience

  • Prior experience as a Property Administrator
  • 5+ years of leadership experience as a team lead, supervisor or manager
  • Knowledge of UID Registry and DCMA Etools
  • Certification in National Property Management Association (NPMA)
  • Experience in a Defense Contracting environment.
  • Understanding of Fixed Assets and Inventory in Oracle ERP environment

Pay Information

Full-Time Salary Range: $99800 - $169700

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
