About the Team

Here at BTI360, we’ve built a culture that’s passionate about developing software engineers. Software doesn't build itself. People do. In fact, teams of people do. That's why our primary focus is on developing better craftsmen, better teammates, and better technical leaders. By putting people first, we're not just giving our teammates more opportunities to grow, we're also raising the bar of the software we ship. BTI360 previously has been voted 10 years in a row as a TOP Place to Work by the Washington Business Journal.

As Program Manager, you will lead dynamic software development teams from both the strategic and operational levels. You’ll work closely with BTI360 leadership, customer stakeholders, and engineering teams to ensure your projects and program deliver high-quality software, on time and within budget, while fostering a healthy, high-performance culture.

What you will do in this role:

  • Own program performance—delivery, staffing, budget, and customer satisfaction.
  • Guide delivery by empowering Agile teams to deliver value aligned with mission priorities.
  • Manage program staffing—understand technical needs, hire and assign teammates, grow talent, and anticipate future needs.
  • Maintain financial oversight—track budgets, monitor burn rates, and ensure fiscal health of the program.
  • Collaborate with customer stakeholders, ensuring alignment of technical solutions to mission goals and building strong, trust-based relationships.
  • Represent the program to BTI360 leadership, providing transparent updates on performance, risks, and opportunities.
  • Mentor and develop project managers, helping them grow as servant leaders who build strong teams and deliver meaningful results.
  • Foster a high-trust, collaborative culture, where developers, designers, and mission stakeholders feel valued and connected to the mission.

You may thrive in this role if you have the following skills:

  • Active TS/SCI Clearance with Polygraph required

  • Strong understanding of Agile, Lean, and Scaled Agile (SAFe) delivery practices, and the ability to apply them at scale
  • Experience managing program-level budgets, forecasts, and financial performance
  • A track record of staffing and developing high-performing teams, including hiring, retention, and performance management
  • Comfort briefing executive leadership, clearly communicating risk, progress, and strategic recommendations
  • Familiarity with Agile delivery tools like Jira, and common planning/reporting frameworks
  • Ability to balance competing priorities while keeping mission and people at the center

You may excel in this role if you have the following skills:

  • Previous experience in a technical role (developer, systems engineer, architect) and the ability to engage credibly with engineering teams
  • Experience working in a SecDevOps or cloud-native delivery environment (AWS preferred)
  • Understanding of the Sponsor’s mission, stakeholders, and operating environment
  • Experience supporting contract growth, including identifying new work and supporting proposal efforts
  • Strong strategic thinking skills, including the ability to anticipate future needs, align delivery with organizational goals, and connect day-to-day work to long-term mission outcomes
  • Certifications: PMP (Project Management Professional), CSM (Certified Scrum Master), SAFe Agilist (SA), or SAFe Program Consultant (SPC), Certified Lean Agile Professional, AWS Certified Cloud Practitioner or higher level AWS certifications
