The City of Anaheim’s Livability Lab is seeking a talented and highly organized Urban Design Project Manager I/II (Project Manager I or II) in the Housing and Community Development Department to join a dynamic team focused on improving quality of life, equity, and sustainability through design and planning innovation. The grant funded limited term position (3-year term) will support transformative urban policy and housing initiatives, collaborating with an interdisciplinary team across the City of Anaheim departments and external stakeholders. Projects will include developing strategic affordable and workforce housing models, implementing innovative zoning and urban design policies, testing multimodal mobility solutions, and create compelling visual narratives and interactive media for diverse stakeholder engagement. The ideal candidate is design-oriented with experience in urban planning and multifamily architecture, real estate development, and innovative design.
About the Livability Lab:
The City of Anaheim’s Livability Lab is a limited-term grant within the Housing and Community Development Department. It addresses affordable housing challenges with a systems-thinking approach, recognizing that access to housing is inextricably linked to mobility and workforce development. The Livability Lab thrives on innovation through research, geospatial data analytics, interdisciplinary collaboration, proactive community engagement, human-centered design.

Experience and Education: One year (Project Manager I) or three years (Project Manager II) of responsible professional level experience in redevelopment planning supplemented by a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, urban planning, environmental science, architecture, engineering, finance, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Preferred Qualifications
Knowledge of: Progressive principles and practices of urban design, urban planning, and architectural design; methods and procedures for spatial data analysis, mapping, and visualization; principles of equitable urban development, housing policy, zoning, and land use planning; design software; methods and techniques of effective technical research, graphic communication, visual storytelling, and report preparation; basic principles of public engagement and participatory design processes; pertinent federal, state, and local laws, codes, and regulations related to housing development; spreadsheets, and graphic design programs.
Ability to: Produce data driven policy and design solutions; interpret urban design guidelines, zoning codes, and site plans; prepare clear and compelling visual materials, including maps, conceptual site plans, diagrams, and graphics; collaborate effectively across departments, city officials, community stakeholders, and external partners; organize and prioritize multiple project timelines efficiently; prepare clear and concise reports, presentations, and visual documents; operate modern office equipment, including computers and relevant software programs; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

RETIREMENT BENEFITS – The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits. Retirement formula is based on appointment date and membership status with CalPERS.
Note: Pension contribution limitations are set by CalPERS each calendar year, with compensation limit requirements for Public Employee Pension Reform Act (PEPRA) members and Classic members. Employee contributions will be deposited into a 401(a) account after reaching this limit. Employees with CalPERS membership dates prior to July 1, 1996 are not impacted by these limits.
