The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: The Texas Education Agency (TEA) is responsible for oversight of the primary and secondary education of over 5.5 million students in Texas public schools. A strong, aligned strategic plan is critical to successfully achieving our vision to prepare the public-school students in Texas for success in college, career, or the military. Sitting in the broader Office of Analytics, Assessment & Reporting within the Digital Strategy and Analytics department, the Alignment and Delivery Unit oversees the performance management structure around and supports the achievement of TEA’s Strategic Plan with a focus on results.

The Performance Manager (Project Manager IV) will play a critical role in the performance management of priority agency initiatives that are key to the successful execution of TEA’s strategic plan. The Performance Manager will focus high impact, high priority initiatives that are named in TEA’s Strategic Plan. This individual will work with internal stakeholders to support the planning and initiation of projects at various levels of completion, analyze and use data to formulate recommendations, and build capacity among internal stakeholders to plan, track progress, and use metrics to drive decision-making. Additionally, the Performance Manager aids in aligning the work of priority initiatives across the agency.

This position reports to the Director of Performance Management, and works closely with the Commissioner of Education, Deputy Commissioner of Operations, and other internal senior stakeholders.

Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Performance Management Tooling: Develops and implements performance management tools, routines, templates, and trackers. Provides guidance on establishing milestones, metrics, and trajectories and helps build a common language and understanding on the elements of performance management.

2. Progress Tracking: Tracks progress and ensures accurate, transparent, and on-time reporting and analysis of progress and performance results to internal stakeholders through the creation and maintenance of dashboards and monthly progress meetings. Identifies issues, risks, and opportunities for improvement, and proposes strategy adjustments to improve coordination, communication, and mitigate or avoid future risks.

3. Coaching and Continuous Improvement: Identifies needs and delivers tailored coaching and targeted support for project owners to support effective project and performance management; this includes providing coordination and support to project teams across the agency and advising/assisting staff with the development and continuous improvement of rigorous timelines, milestones, metrics, and delivery strategies.

4. Connection Making: Proactively builds and maintains strong relationships with people across the organization to gain their investment. Develops holistic content knowledge and raises connections through regular collaboration; and facilitates cross-functional sharing within and outside Performance Routine meetings. Identifies areas where initiatives overlap and addresses redundancies within project plans, to support message discipline and consistency.

Qualifications

Minimum Qualifications

  • Education: Graduation from an accredited four-year college or university
  • Experience: At least seven (7) years of experience in managing large, complex projects, as well as developing and implementing project management systems
  • Substitutions: An advanced degree may substitute for two years of required experience
